However, after giving a final review, there were several reservations with the final plan. These reservations are listed below: 1. Any mitigation project that involves making a hydric soil call should include a licensed NC soil scientist, it is required by law. 2. Also, there should always be a few wetland hydrology gauges to assess the preconstruction hydrology in areas where there are wetland establishment and/or rehabilitation calls. 3. In addition to gauges being installed preconstruction, there should be numerous soil profiles to document the existing conditions in areas where there will be any wetland mitigation. 4. To make up for the above discrepancies, DWR suggests that a number of extra soil profiles (above and beyond the profiles required for the gauges) be included (performed by an LSS) in the monitoring areas that involve wetland re-establishment and wetland creation. DWR is glad to see a project in the Little Tennessee that not only includes a sizable stream restoration (catchment) project but includes wetlands as well.
