Collection System ORC-Travis McCall
Bryson City operates a 0.6 MGD wastewater treatment facility located at 315 Riverview Road southwest
of Bryson City in Swain County. The treatment components include: mechanical bar screen, two contact
stabilization treatment units consisting of influent pumping, reaeration zones, secondary clarifiers, sludge
digester, belt press, sludge dry storage, chlorination, and dechlorination. Discharge from the treatment
enters into the Tuckasegee River, a class B water within the Little Tennessee River Basin. The Town
operates a sanitary sewer system composed of gravity sewer lines, constructed of various materials,
including vitrified clay, PVC and ductile iron. Seven lift stations are presently operating within the
collection system.
II. Notice of Violations: Summary of System Performance from January 1, 2022-December 31,
2022
April 2022
Sanitary Sewer Overflow (SSO) on April 20, 2022 at Greenlee Street and Island Street Intersection. The
Town unclogged sewer service and replaced VCP in the service line with new PVC. Flushed the storm
basin with fresh water.
May 2022
The North Carolina Division of Water Resources conducted an inspection of the Bryson City Collection
System on May 3, 2022. The following violations were noted:
1) Sewer and FOG Ordinances -An enforceable FOG Ordinance that includes an enforceable
Grease Trap Program had not been created.
The Town's attorney is currently reviewing the new FOG Ordinance. After review, the board
will adopt the ordinance.
2) Reporting Requirements -Wastewater Performance Reports have not been submitted annually.
A report was completed and emailed to Lauren Armeni on 7/26/22 for Jan 2021-Dec 2021.
3) Inspections -The annual observation of the entire system has not been documented. High priority
line inspections have not been documented.
Appropriate paperwork sent by Lauren Armeni is being used for documentation.
4) Lines/Right-of-Ways/Aerial Lines -Gravity sewer line cleaning has not been documented.
Appropriate paperwork sent by Lauren Armeni is being used for documentation.
5) Pump Stations -Lift station logs do not include the minimum required information.
Appropriate paperwork sent by Lauren Armeni is being used for documentation.
May 2022
On May 6, 2022, there was a power outage at 1565 East Deep Creek causing a 3000-gallon spill at the
Water Treatment Sludge Tank.
The Town paid the assessed penalty of $1813.78.
On May 26, 2022, there was an overflow of 3700 gallon from the manhole located at 45 Everett Street.
On this date, the area experienced flooding. Duke Energy released water from the dam in Jackson County
which in turn created flooding in multiple low-lying areas. Manholes and cleanouts in the Darnell Farms
and Bear Hunter Campground area were under water causing sewer lines to surcharge and the manhole at
45 Everett Street to overflow.
Pumps were finally able to catch up with the system.
November 2022
On November 28, 2022, there was a 40 gallon Sanitary Sewer Overflow (SSO) at 65 Veterans Boulevard
due to grease entering the system from multiple restaurants.
The maintenance crew jetted the sewer line and cleaned up the debris.
December 2022
On December 1, 2022 there was a 55-gallon SSO at 1430 Jenkins Branch due to debris in the line.
Maintenance jetted the sewer line and cleared the blockage.
