PROJECT SUMMARY: The applicant proposes to place a bulkhead and riprap waterward ofNWL and a riprap marsh revetment waterward of existing wetlands for a combined 936' of shoreline stabilization. The proposal also includes construction of a single-family dwelling as well as a pier, with platform and boatlift. Erica & Jong Sob Kim Lot 5 Strawhorn Point Aurora, Beaufort County, NC Project setting Mr. Brian Rubino of Quible and Associates on behalf of Mr. & Mrs Jong Sob Kim has submitted the following application for the installation of a vertical bulkhead and riprap along with a coastal shoreline riprap marsh revetment for shoreline stabilization as well as installation of a pier with platform and boatlift and a single family dwelling. The project site is located at 0 Strawhorn Drive near SR 1901 and Strawhorn Creek Rd on Strawhorn Point on the Pamlico River, in Aurora, in Beaufort County, North Carolina The site involves a 4.06-acre tract of land adjacent the Pamlico River. The proposed project area is broken into three sections around Strawhorn Point along the Pamlico River. The project site is a high impact heavily eroded shoreline with an extensive area of the shoreline being covered with coastal and Section 404 wooded wetlands. The applicant proposes to stabilize a large majority of their shoreline as well as reclaim some land that was previously landward of an existing bulkhead. The application also includes the installation of a pier with platform and boatlift for water access to the Pamlico River. The majority of the shoreline in the project area is vegetated with wetland grasses however the remainder of the project site is heavily eroded high ground with upland grasses, wax myrtle and mature pines. While both Coastal Wetlands and Section 404 Wetlands have been delineated on the property, no filling of wetlands has been proposed for this project. The adjacent upstream (west) property is an undeveloped natural wooded shoreline with no man-made structures on -site. The downstream end of the project area located within Strawhorn Creek is also an undeveloped shoreline with no man-made structures on -site. The lot appears to be heavily wooded with wetlands along the creek. The site elevation is 13' above normal water level (NWL) along the Pamlico River and ±1' along Strawhorn Creek. Pamlico River is classified as SB;NSW at the project site by the Environmental Management Commission. The area along the Pamlico River is coastal fishing waters and the area within Strawhorn Creek is inland fishing waters. There were no SAV's present at the time of field visit. Project description The applicant proposes to replace 420' of vertical bulkhead including return wall an average of 12' waterward of the heavily eroded high ground but significantly landward of the original bulkhead alignment and to install 294' of riprap at a 2 to 1 slope an average of 12' waterward of the vertical bulkhead to enhance shoreline stabilization along the river. The applicant also proposes placement of a 642' riprap marsh revetment with a 12' base not to exceed 6" above NWL to protect the eroding wetlands facing the Pamlico River. The placement of the bulkhead beyond NWL will result in 4,168ft2 of shallow bottom fill and with a base width of 12' the riprap will have a total footprint of 11,232 W. Also included is the installation of a 6' by 94' pier with a 12'x12' L-head platform with 12' x 12' uncovered boatlift placed on the West side of the platform. Finally, the applicant proposes a 26' by 55' single-family dwelling and driveway with 1,897 ft2 of impervious impact in the 75' CAMA AEC including 428 ft2 of impervious impact in the 50' NCDWR Tar/Pamlico River Buffer. Anticipated impacts The project as proposed will result in the filling of 15,400 ft2 of river bottom associated with the placement of the vertical bulkhead and riprap revetments for shoreline stabilization. Also included in the proposal is the construction of a pier and platform which will have a total shading impact of 708 ft2 of river bottom. The project will result in short term localized turbidity as a result of the construction activities associated with installing the bulkhead, pier and platform. T. For reference, the property is approximately centered on 35.339353°N and-76.6535820W. The subject property is currently 4.02 acres of undeveloped wooded uplands and wetlands. When platted in 1997, the property was over 6 acres and has reduced in size due to erosion. Coastal Section 404 wetlands are present on the site and are the dominate wetland type. Other Section 404 wetlands include woody scrub - shrub wetlands that are at a higher ground elevation than the coastal wetlands. This property is situated on the Pamlico River and is suffering from a high rate of erosion due to the large amount of fetch near the mouth of the Pamlico River. It can be seen using Google Earth historic aerials that the shoreline has eroded substantially in the last 20 years due to its exposure to the NE winds that dominate the area. Not only have wetlands eroded, but uplands are being eroded in the proximity of the future homesite location. A Section 404 and Coastal wetland delineation was performed by Quible & Associates P.C. on June 29, 2022 and a jurisdictional determination or Delineation Concurrence (DC) request has been submitted to US Army Corps of Engineers. Representatives from NC Division of Coastal Management (NCDCM) joined Quible and the owners, Erica and Jong Sob Kim, on June 291h to review coastal wetlands, upland erosion, and to discuss pertinent CAMA rules and regulations. A lot survey followed and was completed by Sorrell Land Surveying. The survey included the location of the wetlands (Section 404 coastal and non -coastal), the NLW shoreline, water depths and existing structures. Existing structures include dilapidated bulkhead alignments (completely washed out) and areas of rip rap. The upland soil types behind the old bulkheads are clay dominated and include erosion escarpments that are retreating landward. Sheet 1 of the CAMA Major Plan shows the current conditions and shoreline as well as the originally platted shoreline. The extensive amount of land lost since the lot was platted originally in 1997 is evident. The Kim's are proposing the following development activities on the subject property: A. Single Family Residence with On -site Septic System: The residential house footprint is depicted on the CAMA plan along with the proposed on -site septic system. Every point of the septic system will be at least 100 LF from coastal waters and 50 LF from coastal wetlands. Beaufort County Health Dept. has evaluated soil conditions in this location and has found them to be provisionally suitable for an on -site septic system (permit is attached). S. Shoreline Stabilization: A 420 LF bulkhead is proposed around the existing peninsula, this would include 4,168 sf of fill to be placed below NWL to reclaim some of the extensive shoreline loss and stabilize the peninsula. We have minimized the amount of reclamation needed to be able to build and protect the future home. A 294 LF rip rap revetment, with 12 ft wide base, is proposed in front of the proposed bulkhead to prevent scour and to protect the proposed bulkhead from the extreme wave action in the area. Additionally, a 642 LF costal marsh protection revetment, with a 12 ft wide base, is proposed along the north facing shoreline. This would tie into the proposed revetment in front of the proposed bulkhead and help to protect the coastal marsh shoreline against erosion from the extensive wave action coming from the NE. It is possible that only a portion of this revetment will be built in the near future, depending on the project budget. C. Pier and Platform: A 94 LF by 6 ft wide pier is proposed at the end of the existing peninsula, beginning on the uplands and extending over the bulkhead and proposed riprap in a NNE direction. This pier would include a 12 ft by 12 ft platform at the end, with a 12 ft by 12 ft boat lift. A water depth of 2.6, (NAVD88) is present at the end of the proposed pier.
