This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994(or as subsequently amended). This final permit includes no major changes from the draft permit sent to you on November 6, 2003. If any parts,measurement frequencies or sampling requirements contained in this permit are unacceptable to you,you have the right to an adjudicatory hearing upon written request within thirty (30)days following receipt of this letter. The treatment system was originally permitted in December 1997. Monthly effluent data for the past 32 months(1/01-8/03)have shown no detections(all<1 µg/L)for the four monitored solvents. In addition;quarterly chronic toxicity test results have passed all events since 1998. Thus,effluent data shows that the treatment system is performing satisfactorily,and not expected to adversely impact the aquatic habitat. The facility discharges to an onsite fire protection pond which overflows to an unnamed tributary to Caraway Creek in the Yadkin Pee Dee River Basin. The receiving stream is considered zero-flow,is not 303(d)listed,and has no specific management strategies. NC WRC has noted that Caraway Creek provides habitat for several freshwater mussels,which are state-listed threatened,special concern,or significantly rare. The permittee submitted their NPDES permit renewal application(Short Form C-GW) on 07/24/03. The current permit expires on 1/31/04. NPDES recommends renewal of the current permit with the changes noted above: 3.0 Compliance Summary A review of the facility's effluent data was conducted for the period January 2001 through August 2003.The facility had one NOV for failing to submit a DMR in a timely fashion. Effluent results for all parameters are below the detection level of 11.tg/L. The correct parameter [1, 1-dichloroethylene - 34501] is currently active but 34996 is not. If you're looking at violations that occurred prior to February 1, 2002 (the effective date of the current version of the permit) , let Claude and her team know. I can't fix anything before that date. However, parameter 34996 should not be used for compliance purposes in the current permit. BIMS correctly shows it as an Inactive parameter. Let me know. . . . Analyses for any fuel additives likely to be present at the site should also be performed. At minimum,analyses should be performed for the following compounds: benzene* toluene* ethylbenzene* xylene* lead methyl tert-butylether(MTBE) dibromoethane (EDB) 1,2-dichloroethane isopropyl ether napthalene phenol (*an EPA-approved method capable of detection levels to 1 ppb should be used to detect these compounds). For solvents or unidentified projects,an EPA Method 624/625 analysis should be performed. The data submitted with this application should include the ten largest peaks not identified as targeted compounds and not present in the procedural blank. These peaks should be identified and approximately quantitated(as per the same restrictions found on the NC DENR/DWQ Annual Pollutant Analysis Monitoring (APAM) Requirement — Reporting Form A). Note: sampling methods established in SOC EMC AQ 95-09 If metals or pesticides are suspected to be present,these compounds should be analyzed to the same detection level as presented in the NC APAM.
