In accordance with 15A NCAC 8G .0202 and your permit,you must designate an Operator in Responsible Charge(ORC) and Back-Up Operator who has a current physical chemical certification of the appropriate level. Your facility requires a Grade 1 or higher Physical Chemical Treatment Plant Operator in Responsible Charge and Grade I or higher Back-Up Operator. Failure to designate a properly certified operator and back-up operator constitutes a violation of the permit issued for this facility. The Technical Assistance and Certification Unit routinely updates the facility designation database in our office. Our records indicate that this facility does not have a certified Operator in Responsible Charge listed at this time. Enclosed is a new designation form. Please complete this designation form and submit it to this office by September 1, 2004. If individuals managing this system do not have a Physical Chemical Grade 1 or higher certification then they must complete a Commission approved school and take the state's certification examination. Any water pollution control system, including systems designed for the remediation of contaminated groundwater, that utilizes a primarily physical process to treat wastewaters, with the exception of reverse osmosis, electrodialysis, and ultrafiltration systems, shall be classified as a Grade I Physical/Chemical Water Pollution Control System. 2. Any water pollution control system that utilizes a primarily chemical process to treat wastewaters, including those systems whose treatment processes are augmented by physical processes, shall be classified as a Grade II Physical/Chemical Water Pollution Control System. Reverse osmosis, electrodialysis, and ultrafiltration systems shall be classified as Grade II Physical/Chemical Water Pollution Control System. 3. Any water pollution control system that has, as part of its treatment process, a biological water pollution control system that may be classified under Rule .0302 of this Section shall be subject to additional classification as a biological water pollution control system. 4. Any water pollution control system subject to classification under Rule .0302 of this Section, utilizing a physical or chemical process to enhance an activated sludge or fixed growth process, shall not be subject to additional classification under this Rule.
