Dear Patricia Sullivan:
On February 8, 2023, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted
an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit,
NCS000240, Part II, Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III,
Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of
Charlotte Storm Water Pollution Control Ordinance.
The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County
and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and
Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the
following observations regarding the facility's NPDES stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and implemented; however,
the SWPPP has not been updated since 2020 and several sections were missing. The facility should review and
update the SWPPP annually and ensure that it meets all requirements of the permit.
2) Qualitative Monitoring
Qualitative monitoring has not been conducted or recorded. The facility should conduct monitoring as required
by their permit.
3) Analytical Monitoring
Analytical monitoring has not been conducted or recorded. The facility should conduct monitoring as required
by their permit.
4) Permit and Outfalls
The permit was filed under a previous Amazon facility's name. The facility should update their permit or apply
for a no exposure certification.

3.69 acres. The facility is part of the grocery delivery service of Amazon and is a household goods and grocery warehouse
. The facility operates in the now closed Amazon HCL 1 suite and an adjacent suite.
File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) has not previously conducted an
inspection of this facility.
Inspection Summary: The facility was observed to be in compliance with the City of Charlotte Storm Water Pollution
Control Ordinance at the time of the inspection. However, several deficiencies were noted with the facility's SWPPP.
