As you are a�vare, thc I)epartment has monitored tlie '1 hree Swamp wetland restoration site since
its constniction in January of'2007. Located in Pamlico County, adjacent to the NC 55 widening
project, tliis site consists of approximately �:23 acres'of riverine'weflanci restoratioii_and �11'.99
acres of� riverine wetl.anel enhanceinent to offset iinpacts associated witli tl�e R-2539A&B
projccts. The mitigation encoiilpassed approximately 4.23 acres of riverine weflarid restoration
by removing existing causeway fill at the Upper Broad Creek, Deep Run Creek and Goose Creek
crossings and grading`to the elevation of the existing adjacent wetlatids. The wetland restoration
was constY•ucted' and" re-vegetated with appropriate hardwood species, Accordiiig to perrriit
conditions, NCnO"T' was` reguired to monitor the Three Swamp mitigation site for five years or
until success criteria were'met, with liyclrologic anci ve�etatioii monitoriiig conc�ucted each year. .
During the inonit�ring �eriod, aniival monitoring reports were siibinitted to the appropriate
regulatory agencies via the PDEA Natural'Environment Section (NES) website: ' '

Prioi� to the 2011 aunual monitoring meeting it was detei•mined that a significant amount of the
Upper Broad creek site and portions of 6oth tlie Deep Run and Goose Creek sites had been
mowed hy �n NCDQT' contractor. puring the 2011 annual meeting, it was agreed that NCD07'
would replant the disturbed'areas apd coiltinue yegetation monitoring for at least one additional
year; fiydrologic monitoi�ing would' no longer be reqiiired due to the success of the pxevious five
years of';nionitoring: I�uring the 2012 evaluation, the areas that were disturbeel and replanted had
hardwood ve�etation re-sproutiilg and'had an avera�e cl"ensity �f 67S trees per acre.

Hydrologic suceess criteria established for the -I'l�iee Swamp site states the site must denlonstrate
saturation or inundation within 12-inclies of the soil surface for at least a consecLrtive 12.5% of
the growii�g seasom during years p:f nornial rai�lfall: Therefore For tlie 2�4-day growing season in
Pamlico County, the criterion is a consecutive .31 days. Table 1' provides a siunmary of the
hydrologic data (the percentage of the grow'ing season that saturation was indicated) af each
grounawater gauge location for the �ast five yeai•s of moilitoring.

A site visit was conducted on July 9`�', 2013 with the,regulatory,agencies and NCDOT personnel
present. It was determined at that, ineeting that the, site success critei•ia had been met and that no
furiher moriitoring would be�iequired. NCDOT rec�uests.tllat the appi•opriate resource agencies
pr�vide. written documentation stating that no further inonitoring is.required and tlzat the site is
