the State of North Carolina,having been authorized to observe(periodically/weekly/full time)
the construction of the modifications and improvements to the Irwin Creek WWTP, located on
Westmont Drive in Mecklenburg County for Charlotte-Mecklenburg Utilities, hereby state that,
