Type of Impact: FILL in wetlands only -the mechanized clearing isn't needed anymore. Notice the
current wetland impact numbers are the fill portion as reported in the 01'/17/07 PCN. -Heather

Eric- Existing utilities run along the west side of SR 1004 from the beginning of the project through
the southern drive to the Merck facility. Since it was determined that these utilities are at sufficient
depths and would not conflict with the proposed construction, they will not need to be relocated.
Therefore the wetland impacts necessary to build this project have decreased from those reported in
our January 17, 2007 application letter.
Site 2 impacts have been avoided. Site 1 impacts have been reduced to 597 ft2 (0.014 ac). Due to
the condition of this existing wetland, a disturbed tail ditch area and utility corridor, we are not
proposing mitigation for impacts at this site. However should the USAGE determine mitigation is
required for these impacts: Unavoidable impacts to 0.014 acre of non-riverine wetlands will be
mitigated (at a 1:1 ratio) by providing 0.014 acre of restoration equivalent non-riverine wetlands
within the Neuse River Basin and HUC 03020201. All compensatory mitigation requirements will
be assimilated on a quarterly basis and provided to the Ecosystem Enhancement Program (EEP) for
their acceptance with a copy provided to the USAGE for verification and accounting purposes.
Rob- (DWQ Project No. 20070111) I am providing this information to the USAGE for completion
of their NWP 14 review. Typically we don't submit revised PCN and drawings for projects where
we impact less than proposed. However, since the USAGE hasn't issued yet we are providing the
latest information, recently calculated. If DWQ needs revised drawings or a updated PCN form, I
can send them to you for your records.
