General Information for City of Salisbury WWTP
(Grant Creek Treatment Train and Town Creek Treatment Train)
January — December 2022
City of Salisbury WWTP consists of two treatment trains. Effluents from the
Grant Creek and Town Creek treatment trains are disinfected at each train
then combined and dechlorinated at the Yadkin Effluent treatment train,
which is located downstream of Grant Creek treatment train before being
discharged at Outfall 001 into the Yadkin River. Chlorine is primary
disinfection followed by dechlorination.
Design flow of the Grant Creek Treatment Train is 7.5 MGD, Town Creek
Treatment Train is 5.0 MGD and the City of Salisbury WWTP is permitted
at 12.5 MGD.
The Headworks Analyses for Grant Creek and Town Creek Treatment
Trains were approved on February 22, 2018.
Currently, the updated Headworks Analysis has been submitted to DWR.
DWR has acknowledged receipt on September 20, 2022.
The Industrial Waste Survey for both treatment trains was conducted in
2019 and approved by DEQ on December 10, 2019.
The Long -Term Monitoring plan was approved by DEQ on June 22, 2022.
The Sewer Use Ordinance was approved by PERCS on January 10, 2013
and adopted by City Council on August 20, 2013.
PERCS approved the Enforcement Response Plan on June 17, 2013 and
adopted by City Council on August 20, 2013.

Long Term Monitoring Plan

Sampling Points and Frequencies:
Salisbury has a unique situation in that we have two Treatment Trains at two separate physical locations
that the SIU's discharge into. The chlorinated effluent from the Town Creek Treatment Train (TE) is
combined with the Grant Creek Treatment Train chlorinated effluent (GE). The combined chlorinated
effluents (YE) join together on the Grant Creek property are dechlorinated, then flow through cascade
aeration, and then discharge into the Yadkin River. Although not permitted as separate WWTPs, Town
Creek and Grant Creek Treatment Trains will be treated as separate W WTPs in the LTMP with data from
both sites used to determine pollutant removal efficiencies and plant inhibition thresholds.
All SIUs and Locals are monitored per IU Permit requirements and all POC's once per year. The City
uses a Yearly Monitoring Plan. The Plan is followed as closely as possible weather permitting. If an SIU
is not monitored in the month indicated, it is monitored as soon as possible.
Uncontrollables are composite and/or grab samples at points in the collection system that serves
residential, commercial (including dentists and other medical), and any unpermitted non-SIUs.
Uncontrollable sampling, though not required, will be monitored annually.
Salisbury will use the actual sludge that is disposed of as our sludge sampling requirement per our sludge
disposal permit (W00001956) and EPA 503 regs.

the construction of a Groundwater Pretreatment System Unit.
UPDATE 2022: This Construction is still on -going.

NOTE: City monitoring for Organics were collected Nov. 9, 2021. Due to the
contract lab (Pace Analytical) staffing shortage/error, 8270 samples
were analyzed out of holding time and results were deemed invalid.
The contract lab's staff shortage would not allow a resample in
December (Note: this lab is the only Pace Lab that performs the GPC
cleanup due to Nouryons' wastewater matrix). Organics will be re -
sampled by The City in February 2022.
UPDATE 2022: The City of Salisbury collected the TTO's, as
described above, on February 3, 2022 receiving analytical results on
March 16, 2022. The organic results were judged as compliant.

The IUP expiration date is August 31, 2024.
Nouryon (NRN) continues to be responsible for the Industrial Pretreatment
Permit compliance for the site. A service agreement between Nouryon and
Henkel delineates the maintenance, operational, and monitoring responsibilities.
Nouryon continues to provide the wastewater pretreatment service for the tenant
operations, Indopco, Inc. (Henkel).
Nouryon is a categorical industrial user that manufactures ingredients used in the

An Authorization to Construct (A to C) request was received August 8,
2020 with final approval by the City of Salisbury on October 21, 2020.
The approved A to C is for the construction of a 40,000 square foot
facility to house a new automated paint line. Also, in the approved
request was relocating the wastewater discharge flow meter and
compliance sampling point to accommodate a new sewer -line tap.
Update 2021: The 40,000 square foot new automated paint line building
facility expansion is complete with all equipment installed. System facility
trials now being commissioned to ensure proper functionality. System
trials expected to continue through February 2022. If all system trials
work as designed, the new paint facility should come on-line for
production toward the end of March 2022. The relocating of the
wastewater discharge flow meter and compliance sampling point has
been completed also. UPDATE 2022: The paint line building expansion
is complete and the new paint line is operational but not yet running at
full capacity.

2023. IU received the penalty on January 26, 2023 and collection is pending at
time of this report.
The IUP was Modified with an effective date of October 22, 2022 receiving State
approval on November 28, 2022.
The permit modification included the following changes:
Increased all permitted parameters to adjust to the permitted flow of .0638 mgd.
Increased the following pounds/day: BOD from 102 to 213; COD from 248 to 639;
TSS from 106 to 213; Ammonia from 8.6 to 15.7; TKN from 33 to 60; Copper from
.0521 to .0950; and Zinc from 0.1043 to 0.1900.

On July 13, 2022 Hitachi Metals announced that they would be closing the facility
with final production to end on September 30, 2022. The City of Salisbury received
Hitachi Metals request to rescind their permit on December 20, 2022. The City
conducted a final inspection of the facility on December 22, 2022 proving that the
facility no longer qualifies as a SIU. A SIU drop request was submitted to the State
date January 4, 2023 receiving State approval on February 1, 2023.

A Notice of Violation was issued August 19, 2022 for the negative impact to the
receiving POTW due to the accumulation of malodorous liquids from the effluent
discharge.
Penalties July -Dec: One
Due to the above Notice of Violation and in accordance with the City of
Salisbury Enforcement Response Plan, Innospec was assessed a
monetary penalty in the amount of $3,632.90. This monetary penalty has
been collected.
Updated Authorization to Construct granted 2021: Three
1. IPC requested an Authorization to Construct (A to C) on March 23,
2021 for an Expansion Plan Project -Phase 1. The request included
the installation of the following equipment: Three new reactors (#15,
#16, and # 17); two new Flaker Units (#4 and # 5) and Flaker feed
tanks; and a new vacuum system.
All the Expansion Plan Project proposed equipment was City
approved for construction on April 7, 2021.
Also included in this A to C request was an increase in IPC's Zinc
parameter Permit Limits from 0.5 pounds/day to 0.75 pounds/day.
The City denied this Zinc increase request, due impart to insufficient
data to support the request.
UPDATE 2022: Reactors # 15, # 16, and #17 are now on-line..
Flaker Units # 4 and #5 have not yet been installed as of February 2,
2023.
2. An A to C request was received on July 9, 2021 for IPC's Expansion
Plan Project- Phase 2. The request included the installation of the
following equipment: Four new reactors (# 18, #19, #20 and #21),
associated Vacuum System and Ancillary equipment of condensers,
receivers, and a hot oil heater. Also in the request was the
manufacture of two new products using a new product line process.
Authorization was granted and approved by the City for this A to C
on July 15, 2021.
UPDATE 2022: Reactors # 18, #19, and # 20 are currently in the
process of being installed, but have not been commissioned or
operating. Reactor # 21 has a projected install date of May 2023.
The two new products using new product line process are now being
manufactured.
3. An A to C was received September 7, 2021 for the installation of a
new 2000-gallon jacketed glass -lined steel reactor (identified as G-6)
Authorization and City approval to construct was granted for the new
G-6 Reactor on September 13, 2021.
UPDATE 2022: Installation of the G-6 reactor has been completed
and on-line.
The IUP was renewed with effective date of October 1, 2022 receiving State
approval October 17, 2022. The [UP expires September 30, 2027.
The permit renewal included the following changes:
• Company entity name changed to Innosnec Active Chemicals. LLC
• Added Roxanne Fincher as alternate contact.
• Added Dissolved Air Flotation (DAF unit) to IU Treatment Units List.
• Added new diagram to Section 5: Schematic of Monitoring Location.
• Increased daily max. Flow limit from .070 to .080 mgd.
• Increased the following pounds per day limits: BOD (Apr. 1- Oct. 31) from 550 to 629 & BOD (Nov. 1-
Oct. 31) from 825 to 943; COD (Apr. 1 — Oct. 31) from 1100 to 1257 & COD (Nov. 1- Mar 31) from
1650 to 1886; TSS from 75 to 86; TKN from 15 to 17.
• Added in Part III Special Conditions to implement a standard operating procedure and contingency plan
for the prevented discharge of odors, gases, and solids
• Added parameter Aluminum at a 1/6 self- monitoring frequency.
Note: IPC sampled parameter Aluminum per City request during permit renewal
evaluation, sample was collected July 28, 2022. Analytical result for Aluminum
was 1.03 mg/L
This SIU manufactures surfactants and emollients for the personal care
industry.

Authorization to Construct (A to C): One
Hexagon Agility requested an A to C on September 29, 2022 for a 118,000 square
foot expansion addition to its existing facility. The addition will be used for the
manufacturing and testing of Composite Overwrapped Pressure Vessels. The City
of Salisbury Pretreatment approved this A to C on November 28, 2022 for the
following equipment: An oil and water separator to serve 2 air compressors, a
solids separator, an oil and sand separator and a sample port for sampling.
Hexagon was instructed upon final construction to submit laboratory analysis of
the wastewater discharge generated from the 118,000 to determine if any
adjustments/modifications will be needed to their current Industrial User
Pretreatment Permit. Currently, they will begin construction on the building
expansion after a new parking lot is completed ---NOTE: They have started working
on the new parking lot on the East side of the existing building.

receiving State approval on May 12, 2022. The new permit expiration date is
December 31, 2027.
The permit renewal consisted of the following changes: Removed Self -monitoring
for Mercury; removed all Mercury sampling requirement language from Part III
Special Conditions 2. Total Mercury; Added Aluminum as a monitored parameter
per a 2/6 industry self -monitoring frequency.
Hexagon Agility manufactures, paints, assembles, packages, ships and installs
compressed natural gas fuel systems for commercial trucks.
