This permit modification req.uest is for'a change iil�rilitigation for the Neuse Riparian Buffers. The Onsite Nlitigatioil Team'was'looking�over�the debit leger and reviewing permits for projects that had debited the ledger and found,that the wrong . mitigation amount had been entered�in under Wig.gins Mill.!Once we found that Wiggins Mill was incorrect, we corrected the amount oi mit�gation on the debit ledger according to the permit. The amount of debits exceeded the aniount of mitigation that was at Wiggins Mill. We then requested mitigation from EEP to cover the amount of mitigation that was originally on the debit ledger. Thorpe, Ph.D. En�ironmental Management Director Project Development and Environmental Analysis Unit North Carolina Department of Transportation . 1548 Mail Service Center Raleigh, North Carolina 27699-1548 Dear Dr. Thorpe: Subject: EEP Mitigation Acceptance Letter: R-2814A /B, US 401 Widening and New Location, Wake and Franklin Counties The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will provide a portion of the riparian buffer mitigation for the subject project. Based on the information supplied by you on May 8, 2012, the buffer impacts are located in CU 03020201 of the Neuse River Basin in the Central Piedmont (CP) Eco-Region. Some of the riparian buffer mitigation required for this project will be provided by existing NCDOT mitigation site(s); however, the mitigation site(s) do not have suffcient riparian buffer mitigation credits to meet all required riparian buffer mitigation for this project and additional riparian buffer mitigation is needed from EEP. The NCDOT rieeds 699,686 square feet of riparian buffer mitigation from EEP in order to fully offset the riparian buffer impacts associated with this project. If the amount of riparian buffer mitigation required from EEP for this project increases, then this mitigation acceptance letter will no longer be valid and a new mitigation acceptance letter will be required. All riparian buffer mitigation requests and approvals are administrated through the Riparian Buffer Restoration Fund (Fund 2982). The NCDOT will be responsible to ensure that the appropriate compensation for the buffer mitigation will be provided in the agreed upon method of fund transfer. Upon receipt of the NCDWQ's Buffer Authorization Certification, EEP will transfer funds from Fund 2984 (NCDOT [LF Account) into Fund 2982 and commit to provide the appropriate buffer mitigation to offset the impacts associated with this project.
