February 20, 2015 Ms Emily Greer US Army Corps of Engineers 69 Darlington Ave Wilmington, NC 28403 Dear Ms. Greer 1 2 0 1 5 0 2 5 8 Attached please find a permit application to impact 0 34 acres of wetlands and 145 linear feet of stream for the Plantation at Fayetteville This is an apartment development that will provide housing for Fort Bragg and the surrounding area. The applicant is Mr Mark Reynolds of the Plantation at Fayetteville (Attachment 1 Owner Information.) The application package includes a PCN and supporting documentation (Attachment 2: PCN.), a wetland delineation conducted by Soil and Environmental Consultants (Attachment 3 Wetland Delineation ), and a prior PCN and issued permit (Attachment 5: Prior Permit Information.). Of particular note, the road crossing has been designed to avoid impacts as much as we can without employing high and unsafe headwalls We considered 20 -22 foot tall headwalls that were 40 to 50 feet on length to minimize wetland impacts but abandoned that concept do to costs and safety concerns, the walls cost $25 per face foot and they have become a maintenance and insurance nuisance. These costs have been compared to mitigation and we find that it is more cost effective and practical to mitigate This is not to say that we are not employing headwalls, but rather, we are ,lust using them at the inlet and outlet of the pipe so that we keep stream impacts below 150 linear feet Here we find a practical solution that minimizes impacts Further, we find it necessary to fill in part of a small wetland finger to support a building in order to achieve financial objectives for the protect The fill must be of structural soundness and a wall is not practical. The configuration of an existing outparcel, the buildings, and the required stormwater controls restricts how the site can be developed without impacting wetlands. The wetlands impacts associated with the structural fill amount to just 0.05 acres. The NC EEP has taken responsibility for the mitigation for the project at a 2:1 ratio for wetland impacts and no stream mitigation is proposed (Attachment 6: NCEEP Correspondence) I have attached a copy of the stormwater management plan that has been submitted to the City of Fayetteville for approval. (Attachment 7: Stormwater Plan). S &EC believes that the delineation is accurate and anticipates receiving USACE verification of our dchneahon without changes. Moorman, Kizer & Reitzcl (MKR) has provided S &EC surveys of our delineation (see attached). The wetlands depicted on these sun'eys are consistent with our delineation. No other jurisdictional waters exist on the properties beyond those shown on these surveys S&EC is in the process of submitting these surveys to the USACE for verification. We anticipate receiving signed verification from the USACE in the next few weeks. Once signed, these maps will be good for a period of five (5) years.
