The Parcel was restored to provide ecological and water quality enhancements to the Neuse River Basin by restoring the riparian buffer along two unnamed tributaries (O'Berry Creek and UT1) and four ditches (Ditches A, B, C, and D). The Parcel creates a protected riparian area from top of bank to a minimum of 30 feet along streams, or 50 feet along ditches, to a maximum of 200 feet. Prior to mitigation activities, much of the Parcel was used to produce row crops. However, the downstream half of O'Berry Creek and UT1 are surrounded by forest that has remained essentially the same since 1973. A small pond on the west side of UT1 is also protected by the conservation easement. Tables 1 and 2 contain project overview and credit applicability information. Table 1. Of that 18.22 acres of restoration, 6.01 acres are proposed for buffer mitigation credit and 12.21 acres are proposed for nutrient offset credit. Buffer preservation covers approximately 5.89 acres, although only 2.00 acres are eligible for preservation credits. The Buffer Interpretation/Clarification Memo #2008-019 applies to Ditches A and D where maintenance of diffuse flow into the easement is unattainable. Other areas within the conservation easement where no credit is claimed include preservation areas along the northeast side of O'Berry Creek, areas which are less than 50 feet from top of bank at the upstream end of Ditch B, areas which are over 200 feet from top of bank, the pond along UT1, and the project feature channels. The land use within 200 feet from top of bank of the project features had been maintained for row crop agriculture in areas that are not currently forested or included in the pond footprint. Bare root trees were planted using a dibble bar at a spacing of 7 feet by 12 feet, which resulted in a stem density of 540 stems per acre. Two small erosion areas on the south bank of O'Berry Creek near vegetation plot 4 were stabilized by installing straw bales to divert overland flow and planting live stakes along the bank slope. The sides of an erosional hole that had developed on the east bank of UT1 were graded by hand to reduce the slope. Straw bales were installed around the edge to diffuse overland flow and live stakes were planted in the graded slope. A temporary seed mix and pollinator blend was spread around all three areas of bank stabilization. Additionally, the Parcel will be seeded in April 2023 with a combination of warm season cover crops and permanent species seed mix. Table 3 includes a list of tree species planted along with their density and composition at planting. Table 3.
