Dear Ms. Karoly and Mr. McMillan:
This letter is in response to your letter dated October 5, 2007 (received October 9, 2007),
which requested additional information for the proposed Whitehall Manor Greenway.
The following restates your questions/comments and is then followed by our response.
Additional Information Requested
You reported your After-the-Fact impact at Grappenhall Drive
(Impact Area No. 2) to be 148 linear feet of perennial stream in your
PCN application, however, this Office measured 172 linear feet of
perennial stream impact at this location based on your submitted
materials and a site visit conducted on September 28, 2007.
Therefore, 172 linear feet of compensatory stream mitigation is
required for this project. Please provide a compensatory mitigation
plan. The plan must conform to the requirements of 1 SA NCAC 2H
.OS00 and must be appropriate to the type of impacts proposed.
Per a phone call with Mr. Ian McMillan on October 8, 2007, a site meeting has been
planned at Grappenhall Drive on Thursday, October 18~h at 1:30 PM in order to
accurately determine the total length of stream impact to the perennial channel. Mr. Peter
Cnossen (of Jones &Cnossen Engineering) will also be present to assist with the
determination of the total channel impact and to provide materials that show the limits of

the fill slopes, pipe length, rip-rap extents, etc. If our October 18t" follow-up site visit
confirms perennial stream impacts greater than 1501inear feet, a mitigation plan or
restoration plan will be submitted to your office for review.

REQUEST FOR MORE INFORMATION
Dear Mr. Robertson:
On August 17, 2007, the Division of Water Quality (DWQ) received your After-the-Fact application
dated August 17, 2007, to fill or otherwise impact 0.05 acres of 404/Wetland, 148 linear feet perennial
stream impact, and 115 linear feet intermittent stream impact, to construct the proposed residential
subdivision. On September 10, 2007 and October 2, 2007, the DWQ received additional information
from you, however, the DWQ has determined that your application remains incomplete and/or provided
inaccurate information as discussed below. The DWQ will require additional information in order to
process your application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will have to move toward
denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as
incomplete until we receive this additional information. Please provide the following information so that
we may continue to review your project.

requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
