Rowan -Salisbury School System PO Box 2349 Salisbury, NC 28145 Phone: 704-636-7500 February 14, 2023 Subject: Notice of Violation and Intent to Assess Civil Penalty Tracking Number: NOV-2023-LV-0039 Permit No. NC0034703 Knollwood Elementary School Rowan County Mr. Pitner, Thank you for allowing Rowan -Salisbury Schools the opportunity to respond to the Notice of Violation dated January 18, 2023; received January 31, 2023. Our response below is in regard to the (1) fecal coliform daily maximum exceedance event that occurred at the Knollwood Elementary School WWTP during the November 2022 monitoring period. The facility received a fecal coliform result of 2419.6/col on November 17th that exceeded the daily maximum allowable limit of 400/col. On this date, the chlorine tablet feeder became clogged, which prevented adequate chlorination from taking place prior to leaving the effluent. Upon discovery, operators responded by cleaning the chlorine tablet feeder and replenishing the chlorine supply to ensure that no further fecal coliform exceedances could occur. Following this corrective action, compliance was restored for the remainder of the month. It is always the goal of Knollwood Elementary School and Rowan -Salisbury Schools to remain in compliance with regulations set forth by the Division of Water Resources. The factors contributing to this violation are being addressed to prevent future noncompliance events. It is our request that our cooperation and action in these matters be taken into account by the Division when proceeding with enforcement. Sincerely,y/ W.
