Pretreatment Annual Report Narrative
Town of Franklin WWTP
NPDES Permit NC0021547
2022 Reporting Year
Status of major program elements:
A. Industrial User Permits:
i. Macon County Landfill (IUP #0002) will expire July 31, 2026.
B. Program Elements:
i. Headworks Analysis is due for renewal on April 1, 2026.
ii. Short Term Monitoring Plan was approved October 20, 2016. STMP sampling will be
performed in 2025.
iii. Industrial Waste Survey was approved June 21, 2019 and is due for renewal April 1, 2024.
iv. Sewer Use Ordinance was approved January 2, 2013.
v. Enforcement Response Plan was approved February 13, 2020.
C. Franklin adopted a Mercury Minimization Plan in 2015. A copy can be provided to the
Municipal Permitting Unit upon request.
D. Franklin has reviewed the Pretreatment Program Info Database printout from January 24,
2023 (attached). The form was updated to include Jason Hopkins as the primary point of
contact and William Deal as the secondary point of contact.
E. Dental Amalgam Rule
i. Franklin has reached out to nine dental practices. One time compliance reports have
been received from all nine practices, two of which are no longer in business.
II. SIU Information
Macon County Landfill is the sole permitted industrial user of the WWTP.
A. SIUs in Significant Noncompliance (SNC)
The Macon County Landfill was in SNC from January 1, 2022 through December 31, 2022 for
cyanide. Public notices of the exceedances were issued on July 27, 2022 and January 4,
2023.
B. Orders or Schedule Information
No SIU was under Administrative Order, Consent Order, or Enforced Compliance Schedule
during the period of January 1, 2022 through December 31, 2022. The Macon County
Landfill has been evaluating possible sources of the contaminant. They are working with a
consultant to dredge the sediment from the leachate pond, where they believe cyanide
levels have likely been accumulating over time. Additional sampling has been performed to
determine which Phase of the landfill is contributing to the contamination.
C. Pretreatment Authorization to Construct

No SIU requested an Authorization to Construct during the period of January 1, 2022
through December 31, 2022.
D. SIUs with Missing Data
No SIU was missing required compliance data during the period January 1, 2022 through
December 31, 2022.
E. SIU Inspection
Macon County Landfill was inspected on September 16, 2022. No compliance issues were
observed during the inspection.
