Pretreatment Narrative 2022
City of Newton's Pretreatment Program
-The Headwork's Analysis was approved on 1/19/2018. The updated HWA was received on
9/15/2022 and is waiting for state approval.
-The Long Term Monitoring Plan was approved on 8/5/2015.
-The Sewer Use Ordinance was approved on 2/11/2013.
-The Enforcement Response Plan was approved on 2/5/2020
-The Allocation Table was last updated July 2018.
-The Industrial Waste Survey was approved 3/4/2020.
-On Newton's IDSF, if results are BDL, then we use Y2 DL as value.
-Also, on Newton's IDSF, the pollutants Selenium and Fluoride are listed as Annual Testing
Only and testing is conducted to support the requirements of the LTMP and Land Application
testing.
- Allocation Table:
As of right now, Newton is over allocated for Silver. I have contacted our state representative
and the game plan is to sample for Silver at our Influent and Effluent location for the next 12
months using the lower PQL (0.0005 mg/L). This gives us more data moving forward in our
decision making. Once all the data is collected we can determine if a lower uncontrollable value
can be used to increase the industrial allowable load.
Clark Creek WWTP
-On March 25, 2022 the WWTP experienced a spill that was estimated to be 200 gallons. A
construction crew was tying in new lines for the Primary Reactor sludge pump. They confirmed
that the lines were finished and the operators could conduct their work as normal. However, they
failed to glue the cap back on and as a result when the operator went to pump sludge, the cap was
pushed off, which caused the spill to occur. Sandbags were placed to stop sludge/water from
spreading, lime was placed over the spill, and we used a VAC truck to help vacuum up the water
as well.
-On December 15, 2022 the WWTP grit channel overflowed with an estimate of 300 gallons. We
had a little over 2 inches of rain, and flow meters were showing greater than 8 MG. The overflow
was caught quickly. We throttled the influent pumps back and closed an incoming valve to the
grit channel. The grit channel went back down in less than 10 minutes. We added lime to the area
on the ground that was affected.
- On December 24, 2022 Clark Creek W WTP had some issues with our Sot and C12lines
bursting, due to the extremely low temperatures and wind chill. We were able to feed C12 all
weekend, but we were without Sot until 12/26. We did get Sot working again on the morning of
12/27. However, we were still having issues with the meter working properly. We called a
technician that services our meters, and he stated that the membrane in the meter was probably
frozen. We placed a heater next to the meter, once thawed it started working properly. Upon
analysis of the bend and weir samples they were within the parameter limits.
Wanzl
-Manufactures metal shopping carts and material handling equipment.
-First six months — No NOV's issued. Wanzl was compliant January through June.
-Second six months — No NOV's issued. Wanzl was compliant July through December.
- Walk Through inspection was conducted on August 24, 2022
-Wanzl's TTO Certifications are included in this report.
Special Metals
-Nickel Alloy Welding Materials Manufacturing
-First six months — On February 21, 2022, an NOV was issued for failure to monitor pH on 15
samples during 2021. It was brought to my attention that Special Metals did not in fact violate
the IUP's monitoring requirement for pH during this time. As a result, I retracted the Notice of
Violation on June 16, 2022. Special Metals remains complaint with the IUP pH monitoring
requirements.
-Second six months — No NOV's were issued. The company was in compliance.
-Walk Through inspection was conducted on August 10, 2022
Citv of Conover
The City of Newton and the City of Conover have an agreement that Newton will treat some of
Conover's wastewater. The agreement was initiated because of the closing of Conover's
Southeast W WTP. The City of Conover currently has 2 industries included in the waste stream
that are classified as Categorical Industrial Users.
-Engineered Controls and Hickory Springs.
The City of Conover is the Control Authority for these industries within Conover. Permits for the
SIU's and non -domestic users on Conover's Collection System discharging to Newton's Clark
Creek W WTP will be based on the available loadings for the Clark Creek W WTP.

consecutive period will subject the POTW to enforcement by the Division. The options are:
Consent Order with Enforceable schedule;
Administrative Order with Enforceable schedule;
Formal notice to comply issued, or
Permit modification.

Definitions:
