Jim: We received the attached BMP Certification for BMP2 and BMP3 for the referenced subdivision. Their letter
indicates that BMP1 was previously certified, and BMP 4 is not ready to be certified.
Shannon Leonard and I visited the site yesterday and we believe the certifications should not be accepted.
1) None of the basins have permanently stabilized walls.
2) Rip Rap in BMP1 is not installed well and is falling apart and into the basin.
3) Rills are beginning to form on BMP1 walls.
4) BMP1 outlet weirs are different than designed. The weirs provided have less surface area than the design.
5) BMP2 outlet weirs are different than designed. The weirs provided have more surface area than the design.
6) Forebays were not visible in BMP1 or BMP2, but they may have been submerged.
My photographic log is attached.
At the minimum, I would think we need proof that the weirs provided meet the retention and discharge requirements
(or they should be changed to those as designed), and the basins need to be permanently stabilized. The builder is still
on -site finishing the final few homes, and still actively using Basin 4.
Please let me know if you need more from MRO.
