Facility Overview:
3-Bedroom (360 gallons per day) single family residence; has an unpermitted, pre-existing subsurface
waste disposal system (septic system drain field) that failed prematurely. Permittee proposed to keep the
existing septic tank, abandon existing drainfield, and add new Orenco treatment pod after septic tank
with UV and aerated discharge.
The scope of this project is to construct an advanced wastewater treatment& disposal system from the
existing residence. The waste will flow to an existing septic tank( installed within the last 24 months).
Waste will pass through an effluent filter and leave the septic tank and flow via gravity to an Orenco
Advantex AX- 2ORTUV recirculating textile filter with integrated recirculation tank and UV
disinfection filter. Effluent exits the treatment module and passes back to the recirculation tank or onto
the UV disinfection unit depending upon flow volumes. Treated effluent will flow by gravity and
discharge over riprap to aerate the effluent before entering the receiving stream.
Proposed Improvements/Construction:
• Keep existing septic tank and abandon existing drainfield, adding a new Orenco Model
FTPSO444-36-NC effluent filter.
• Addition of new Orenco AX-2ORTUV treatment pod after septic tank with UV disinfection unit
• Addition of riprap aerated discharge before discharge point.
Hydrologic Trespass:
The waste will flow through the treatment units and discharge over riprap to aerate the effluent before
entering a cove on Lake Wylie.

Alternatives Summary (EAA):
• Connection to an Existing Wastewater Treatment System
o 14250 LF @ $50/LF = $712,500 + $4,383 Tap fee = $716,883
• Land Application
o The system was previously permitted by Mecklenburg County Health Department
Groundwater & Wastewater Services. In a email communication they indicated that site
was not suitable for repair due to the community well setback and water quality buffer,
and due to the lateral water movement it was also not suitable for system replacement.
o Agri -Waste Technology, Inc. (AWT) conducted the soil survey and stated that no
recommendation can be made to pursue a county based on -site wastewater system on the
property due to unsuitable soil characteristics.
• Wastewater Reuse
o No suitable soil for a reclaimed water system. No reasonable ability to operate as a bulk
distributor of reclaimed water.
• Direct Discharge to Surface Waters
o Direct discharging to Lake Wylie.
• Combination of Alternatives
o There are no viable combinations of the above due to soil and cost limitations.

Review Special Conditions/suggested changes/additional information needed/setback violations:
There are homes in the nearby area especially at the cove area where effluent will be discharged into. There may
be issues if adjacent property is developed at the discharge location. RO would recommend relocating the effluent
discharge location away from cove area. It is questionable if the treatment system will meet the setbacks (100 ft.)
from surface water. RO recommends inclusion of permit condition to require permittee to have an O&M contract
with trained contractor due to type of treatment unit/processes (pumps, UV system, etc.). Note: The proposed
treatment facility will be able treat up to 480 gallons per day.
RO Recommendation: Pending CO's review and findings on this application, RO recommends permit issuance.

Upon review of the subject system and discharge, DWR concludes that the outfall is located
at a sufficient distance from any known or proposed public water supply intake so as not to
adversely impact water quality. This assumes that the Permittee will properly operate and
maintain the facility in accord with this COC and the subject NPDES General Permit.
