BACKGROUND
Mitchell-Bissel (M-B) Industries is an industrial discharger producing metal stamping and wire forms.
The processes performed on -site are metal stamping, metal forming, chrome plating and zinc plating.
The facility is located near Rosman, North Carolina and discharges to high quality waters in the French
Broad River Basin. The NPDES permit for M-B Industries covers three outfalls. Outfall 001
discharges process wastewater that has undergone physical/chemical treatment and falls under federal
effluent guidelines (40CFR 433.13). Outfall 002 consists entirely of non -contact cooling water, and
Outfall 003 discharges treated groundwater.
REASONABLE POTENTIAL ANALYSIS (RPA) — OUTFALL 001 AND OUTFALL 003
The Division conducted EPA -recommended analyses to determine the reasonable potential for
toxicants to be discharged at levels exceeding water quality standards/EPA criteria by this facility
from Outfall 001 and Outfall 003. For the purposes of the RPA, the background concentrations for
all parameters were assumed to be below detections level. The RPA uses 95% probability level and
95% confidence basis in accordance with the EPA Guidance entitled "Technical Support Document
for Water Quality -based Toxics Control."
The long term discharge data was used in the analysis. For Outfall 001 calculations included: Cd, Total
Phenolic Compounds, Cr, Cu, CN, Pb, Ni, Ag, and Zn (please see attached). For Outfall 003
calculations included: As, Cd, Chlorides, Cr, CN, Pb, Se, Ag, Zn, Tetrachloroethene, Trichloroethene,
and Cis 1,2 dichloroethene (please see attached). Based on the RPA, no water quality -based limits are

necessary for both outfalls. TBEL limits will be maintained for Outfall 001. The RPA indicated that
limit is necessary for CN (Outfall 001). However, this limit is higher than TBEL. Therefore, TBEL for
CN will be maintained in the permit as more stringent.

PERMIT LIMITS DEVELOPMENT
• The pH limits in the permit are based on the requirements of the 15A NCAC 2B .0200 (Outfall
001, Outfall 002, and Outfall 003).
• The temperature limits in the permit are based on the requirements of the 15A NCAC 2B .0200
(Outfall 001 and Outfall 002) .
• The following limits in the permit are based on the requirements of 40 CFR 433.13: TSS, Oil
and Grease, TTO, Total Cadmium, Total Chromium, Total Nickel, Total Copper, Total
Cyanide, Total Lead, Total Silver, Total Zinc (Outfall 001).
• The TRC limit in the permit is based on the requirements of the 15A NCAC 2B .0211 (Outfall
002).
• The Whole Effluent Toxicity limits in the permit are based on the requirements of the 15A
NCAC 2B .0500 (Outfall 001 and Outfall 003).
PROPOSED CHANGES
• The Whole Effluent Toxicity language for Outfall 001 and Outfall 003 was updated.
• The Electronic Reporting of Discharge Monitoring Reports language was updated.
