Dear Mr. Crawford: Macon County
In accordance with your application for discharge permit received on June 13, 1997 by the Division,we
are forwarding herewith the subject permit to discharge under the subject state-NPDES permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of
Agreement between North Carolina and the U.S.Environmental Protection Agency dated December 6, 1983 and
as subsequently amended.
The following changes have been made to the above referenced permit. Monitoring frequencies have been
updated according to NCAC 2B.0500 regulations:
• BOD,Total Suspended Residue,and pH monitoring has been changed from twice a month to
weekly.
• NH3 as N monitoring has been changed from monthly to twice a month.
• The pH monitoring requirement has been removed.
If any parts,measurement frequencies or sampling requirements contained in this permit are unacceptable
to you,you have the right to an adjudicatory hearing upon written request within thirty(30)days following receipt
of this letter.This request must be in the form of a written petition,conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings,Post Office Drawer 27447,
Raleigh,North Carolina 27611-7447. Unless such demand is made,this decision shall be final and binding.
Please take notice that this permit is not transferable except after notice to the Division of Water Quality.
Part II,EA.addresses the requirements to be followed in case of change in ownership or control of this
discharge. The Division of Water Quality may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources,the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

Nantahala School
on NCSR 1412
south of Fairview
Macon County
to receiving waters designated as Partridge Creek in the Little Tennessee River Basin
in accordance with effluent limitations,monitoring requirements,and other conditions set forth in Parts I,
II, III,and IV hereof.
This permit shall become effective December 1,1997.
This permit and authorization to discharge shall expire at midnight on November 30,2002.

Macon County Board of Education

1. Continue to operate an existing extended aeration wastewater treatment system consisting of a
bar screen,flow measurement, diffused aeration, intermittent sandfilters, and clarifier located
at Nantahala School on NCSR 1412, south of Fairview, Macon County (See Part III of this
Permit), and
2. Discharge from said treatment works at the location specified on the attached map into
Partridge Creek which is classified C-Trout waters in the Little Tennessee River Basin.

PART IV - EVALUATION AND RECOMMENDATIONS
This is a request for permit renewal with no changes. The
facility is in good condition, producing clear effluent.
The existing sludge management plan indicates the sludge is being
disposed of by B&B Concrete on a septage site. In reality, the
sludge is hauled to the Town of Franklin' s treatment plant. The
permittee should modify the plan and include a letter of
acceptance from the Town of Franklin.
Permit renewal is appropriate after the sludge management plan is
straightened out.
