ERic BOYETTE SECRETARY I have enclosed a set of plans, a PCN application for the reauthorization of the project with RGP 950, and a vicinity map relative to the proposed bridge replacement project on SR 1533 Hamburg Road, Madison County, NC. This project was originally authorized by the US Army Corps of Engineers (Action ID SAW-2021-02507) and the NC Department of Water Resources (DWR 420211528) in 2021. We propose to replace the existing single span 27' 10" long bridge over Terry Fork Creek with a double barreled 9' wide x 6' high reinforced concrete box culvert. Permanent impacts are 85' for the culvert and 20' of bank stabilization. Temporary impacts include 55' of bank stabilization. Terry Fork Creek is approximately 10' wide and 6" deep with a predominately sand, gravel, cobble, and small boulder substrate. It is classified as WS-II, HQW. Existing channel morphology will be maintained upstream and downstream of the bridge. Riparian vegetation will be reestablished along disturbed areas associated with the project. Stormwater will be diverted through grass -lined ditches or vegetated buffers prior to entering stre am s. This project will not affect the gray bat (Myotis grisescens), northern long-eared bat (Myotis septentrionalis) (NLEB), or the tricolored bat (Perimyotis subflavus). Approximately 10 trees were removed in October 2022. The existing bridge is constructed with steel beams, concrete endbents, a creosote timber deck, and timber rails. A survey of the bridge showed no evidence of bat presence/usage; the bottom of the bridge is approximately 3' above the stream surface. No Historic Resources will be affected. These forms are attached for the Corps file. We request David McHenry, North Carolina Wildlife Resources Commission Western Region Coordinator, to comment directly to the Corps concerning the permit request.
