The Groundwater Section has reviewed the subject permit application for the new subsurface
system to accommodate 9000 GPD of domestic wastewater from the club house -and. restaurant.
Computer modeling results using CSUMOUND shows that mounding is not likely, ,based on a
loading rate of 0.7GPD/ft2. The potential for exceedances of.2L standards at the property boundary
__ (Compliance -Boundary)_ is low, due to great distance between the -waste disposal field -and the
property boundary; therefore, we conclude that monitor wells are not necessary at this site. In
conclusion, the Groundwater Section recommends that the following conditions are included in the
permit:
1. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations
in 15A NCAC 2L, Groundwater Classifications and Standards. The Compliance
! Boundary for the disposal system is established at the property boundary. An
exceedance of Groundwater Quality Standards at or beyond the, Compliance
Boundary is subject to immediate remediation action in addition to the penalty
provisions applicable under General Statute 143-215.6A(a)(1).

In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around
the disposal systems midway between the Compliance Boundary and the perimeter of
the waste disposal area. Any exceedance of standards at the Review Boundary shall
require remediation action on the part of the permittee.
2. Any groundwater quality monitoring, as deemed necessary by the Division, shall be
provided.

Engineering Services as reviewed and approved with provisions by Mr. Joseph

A preconstruction conference shall be held prior to system installation and
attended by representatives of the Moore County Health Department, The Country
Club of Whispering tines, Inc., the system installer, and Mr. Larry F. Graham, P.E.
- As -built. plans shall be provided by the certifying engineer upon installation
of the system. The as -built plans shall be provided prior to the issuance of an
operation permit and must be certified as accurate by the design engineer. The
location of all water lines and irrigation lines within 25' of any part of the
system shall be identified.

table aquifer to the ground surface in the vicinity of the proposed drainfields, in accordance with our
Memorandum of Agreement.

Enclosed you will find information relevant to the above referenced project which has been assigned to me
for review. Please review this material to help assess its adequacy in accordance with state wastewater Rules
(15A NCAC 18A .1900 et. seq.), especially Rules .1939 through .1948, and our Procedures for Review and
Approval of Large Subsurface Wastewater Systems effective April 1, 1996. Whenever possible, please
schedule any necessary field work concurrent with the Applicant's Soil Scientist's and the Local
Health Department's field work.
Feedback from you is obviously desired.as early as possible in the review process. Please identify in writing
any further field work or analyses needed to be done by the Applicant's Soil" Scientist or- Local -Health
Department.
The Regional Groundwater Hydrologist, Jim Bales, will also most likely be asked to review this project for
projected compliance with state groundwater standards by the Groundwater Section., Please discuss this
project with this person, and to the extent practical, coordinate any field investigation deemed appropriate.

SUBJECT: Review of Soil/Site Evaluation at The Country Club
of Whispering Pines for the Ground Absorption System
at the New Clubhouse
On July 8, 1996, you accompanied me and assisted with the soil/site
evaluation of the above=named property to determine the accuracy of
the soil/site evaluation of this site which was done by Toney C.
Jacobs & Associates, Inc. Our review was of the area designated
for the initial -system and repair. The review did not cover the
entire area evaluated by the consultant.
The soil has 22 to 24 inches of loamy sand and sand surface layer
over sandy loam subsoil which is underlain by.sand and loamy sand.
The sandy loam subsoil extends to depths of 42 inches to more than
48 inches.
The Toney C. Jacobs & Associates, Inc. report did not show the
sandy loam subsoil. The long-term acceptance rate on this site
should be changed from 0.8 to 0.7 gal/day/ft2. This will increase
the size of the nitrification field and may limit daily flow or
require additional area in which the nitrification field and repair
can be extended.
