The Groundwater Section has reviewed the subject permit application for the
addition of new components to the existing conventional subsurface system. the flow
effluent quality should remain the same and flow rate will be about 3800 GPD with no
modifications to the existing nitrification field. The effluent will come from the new pro
shop and snack bar (replacing the existing clubhouse demolished in 1998). No surfacing
of effluent nor wet areas were observed on the existing drainfield area according to the
report submitted by Eric T. Weatherly of Hobbs, Upchurch & Associates, P.A.
(8/19/98). No monitor wells are necessary at this time based on the type of effluent and
no potable wells are located within 500 feet of the disposal field.
Based upon the Groundwater Section's review of the subject permit application
and supporting documentation, the Groundwater Section makes the following
recommendations:
I The COMPLIANCE BOUNDARY for the disposal system is specified by
regulations in 15A NCAC 2L, Groundwater Classifications and Standards. The
Compliance Boundary for t he disposal system is established at the property
boundary. An exceedance of Groundwater Quality Standards at or beyond the
Compliance' Boundary is subject to immediate remediation action in addition to
the penalty provisions applicable under General Statute 143-215.6A(a)(1).

PROJECT/SPECIEFIC INSTRUCTIONS/COMMENTS: We are approvi'g reconstruction of the
existing clubhouse on this site, which has been in use since the 1970's. -They project a decrease in
usage. No monitoring had been done.' Soils are reported to be highly permeable. Please make any
appropriate recommendations on whether groundwater'monitoring should be initiated.

APPLICATION FOR SEWER PERMIT
..SUPPORTING DOCUMENTATION
FOXFIRE RESORT AND COUNTRY CLUB
Purpose:
Foxfire Golf Course, L.L.C. wishes to construct a new pro shop and snack.bar to replace the
existing Foxfire Resort and Country Club. The purpose of this report is to provide the necessary
documentation to request utilization of the existing on -site sewer facilities to serve the new pro
shop and snack bar through the provisions of the "Laws- and -Rules for Sewage Treatment and
Disposal Systems — . 1962 Applicability," latest revision.
Backsiround:
The Foxfire Resort and Country, -Club is located in Foxfire Village, Moore County, N.C. ' The
entire complex consists of three sewer systems serving the Fox Green Condominiums, Fox Layer
Treehouses and the Clubhouse. Foxfire Resort and Country Club owns the'land occupied by the
Clubhouse, Treehouses and has an easement for the land occupied by the nitrification field
servicing the Clubhouse. The "easement for the Clubhouse nitrification'field is occupied by Lots
37and38. Attached, as Appendix Ais portions of a map 'entitled "Foxfire Inn and Country Club
— Site Plan" prepared by Williams and Works of Sanford, N.C. dated 06/15/79 which illustrates,
the layout of the existing clubhouse and its sewer facilities. An executive summary prepared by
the Owner is contained in Appendix B.
The existing clubhouse was demolished around January 1998 with the intention of constructing a
new pro shop and snack bar. At that time, proper sewer permits were not sought, which is the
purpose of this report.
On August 11, 1998 a meeting was held with the NCDENR On -Site Wastewater'Section, Moore
County Health Department, the Owners, and Hobbs, Upchurch k Associafe§t'o discuss proper
sewer permitting requirements for the new pro shop and snack bar. It was determined the
existing sewer facilities could be used as long as the flow characteristics were not changed, tht
existing system was ftinctioning properly. and any maintenance issues were'addressed. An on-
site'evaluation was performed on August 12, 1998.
This report addresses flow characteristics, provides an evaluati ' on of the existing system, and
provides supporting documentation for continued utilization of the existing sewer system.
Flow Data:
Flow sizing can be based on 20 gallons/day/member for country clubs and 40 gallons/day/15
square feet of dining area for food service facilities. The proposed facility will 'Only be a pro
shop and snack bar. The number of golfing members will remain unchanged at 115 members.
The snack bar will be 900 square feet. The total calculated flow using this method is 4,700
gallons/day.
It is the Owner's knowledge that 4,700 gallons/day is too highTor this. type' of facility. The old
clubhousewas on a mumcipal water system. Appendix C contains one year of water meter
readings for the facility. The highest month average daily flow (divide by 30) was 847
gallons/day. The one year average was 581 gallons/day. Data was also gathered on a similar
golf course in Florida. Its peak month average day was 1, 13 8 gallons/day and year average day
was 902 gallons/day-
Description of Facilities:
A tchitectural plans have been completed for the pro shop and snack bar. Appendix D contains a
floor plan of the proposed. building.
On August 12, 1998, the Owners, Hobbs, Upchurch & Associates, Moore County Health
Department and Marlin's Septic Tank Service met on site to as -built the existing sewer system.
Appendix E contains a site plan and details of the sewer system,serv.4ig the old:'clubhouse. The
existing septic tank,w'as pumped out"a.nd measured. The tank is a 4,000 gallon septic tank with
2,000 gallon dosing chamber. The tank appeared to be structurally sound. It appeared the
dosing tank had a siphon bell which had been removed at some time in the past.
The gfavity line from the septic tank to the distribution box was located by an electronic beeping
device.' It was discovered the gravity line exited into an abandoned distribution box adjacent to
the septic tank. This tank was exposed and the sounding devic6 was launched again.
It was determined the gravity line to the distribution box is 6-inch PVC and is located under the
Villas. The distribution box was located and in easured. The distribution bb'Fappears
structurally sound and level.
Several of the nitrification lines were located by probing. The lines appeared to be located
according to an old permit dated 05103 )/75 supplied by the Health Department. This permit
illustrated 8 lines'at. 175 feet each. No surfacing effluent or wet areas were f6und on the
drainfield area.
Proprietary Issues:
The existing nitrification field ' in, located on an easement. The Owner has an, option at this time
to purchase this land. The Owner can buy this land at any time but would prefer approval of
using the septic system before investing the money. A copy of the easement and a brief
background of proprietary issues is contained in Appendix F.
Calculations:
Rough calculations are provided to assist in determining adequacy of the existing sewer
facilities. Septic tank sizing for flows between 1,500'gallons/day and 4,500 ' gallons/day is based
on the formula V = 0.75Q + 1,125 where V is the septic tank volume and Q is the flow. Using
this formula, a 4,000 gallon septic tank can handle'a flow of 3,83 3 gallons/da y.

For information purposes, the nitrification field loading rate was evaluated based on 8-175' li ftes
with 3' wide trenches. Total trench area is calculated to be 4,200 S.F. Using the septic tank flow
capacity of 3,833 gallons/day, a theoretical loading rate would be 0.91 gallons/day/S.F.
The location of an existing grease interceptor was not determined. It was decided to install a
new grease interceptor for the proposed snack bar. As previously discussed, the snack bar flow
can be calculated at 2,400 gallons/day based on a 900 S.F. facility. It should be realized this
flow is higher '_ than the total flow 'of the existing clubhouses documented in Appendix C.
However, no- other method could be determined to separate out the snack bar flow. For a 2,400
gallon/day flow, the s.eptic tank size would be 3,000 gallons. Based on the 2/3 septic tank size,
the proposed grease interceptor size is 2,000 gallons.
Maintenance Issues:
Based on the on -site evaluations, the following maintenance issues need to be addressed:
Install a new siphon bell'over the existing dosing tank outlet pipe. The.siphon bell should be
set to dose at a 9-inch change in tank depth which is based on 69% of the nitrification field
volume.' I
0 Provide risers over existing septic tank openings to prevent surface water inflow.
Provide a new access opening over the smaller compartment of the existing septic tank.
Install a straight section of ductile iron pipe and clean -out through the old distribution box
next to the existing septic tank and abandon the old distribution box.
Designate 100% repair area for sewer facility.
Install a new 2,000 gallon grease interceptor and gravity line from the new pro shop and
snack bar to existing septic tank.
* Provide high water alarms for the existing dosing chamber.
Relocate the existing gravity main from the septic tank to the nitrification field from under
the Villas.
Conclusion:
Based on the on -site evaluation of the existing sewer system, the system should be able to handle
a flow of approximately 3,800 gallons/day The flow characteristics of the proposed facility will
not change. The number of golfers should remain unchanged. The snack bar will provide hot
dog type foods and will be the same as before. Water meter readings for the existing facility
indicated a maximum design flow of 847 gallons/day.

It is the desire of the Owner to be allowed to start construction,of the new pro shop and snack
bar. A new permit application.is contained in Appendix G. All maintenance issues should be
handled in a timely manner before final occupancy or at the discretion of t he Moore County
Health Department.

Foxfire Resort & Country Club is a seniii-private, 325 acre.'country club:and resort located.
within the -prestigious golf community of Pinehurst, North Car- olina. . Often referred to as
"The Golf Capital of the World," the Pinehursi area is home -to many of 'the 'world's top'.
courses and will host the -1999 Men's U.S. Open Championship. Foxfire takes full
advantage of its ideal location by offering a private and serene alternative to the crowded�
large scale resorts associated with many,of the local golf courses.
,The.Foxflre Resort and Country Club boasts two 18 hole championship golf courses,
designed by Gene Hamm, a prot6gd of Donald. Ross and -d.esigner.of .:o'ver .75 courses
including', the well-known Beacon Ridge Country Club and the PinewildCountry Club's.
Magnolia Course. The Country, club facilities include a Swirn and Racquet Club situated
on an adjoining 2.97. acre parcel which features a 25 meter "S" shaped pool, two har-tru,
tennis courts, a grass volleyball court and clubhouse. The main clubhouse facility is
approximately 20,000 square feet and includes a 1800 sq. ft. dining room, a 1050 sq. &
grill room' and a 500 sq. fL loun e. 'Me facility is capable of accommodating 150

conference, attendees or 100 banqu6t -guests.', Rehabilitation or replacement of the
clubhouse is required in order for the resort to achieve Comparable championship quality'
The golf and country club facilitiesturrently serve'local club members as 'well 'as on -site
condominium. guests who are either attending conferences held in the meeting facilities or
enjoying a golf -oriented vacation. Daily fee golfers'drawn from both the area hotels and
the Charlotte and Raleigh -Durham metro areas also contribute substantially- to, green fees
and food and beverage revenue.' Once proper' 'management is in place, there is the
potential to increase income as a result of growth.mi club membership, resort guests and
"daily fee golfers.
A 4.2. acre parcel of vacant land zoned for Commercial and. communi'
ty use is- also
-included in the sale of Foxfire. This land is adjacent to the property'on the'north side of
RichmondL Road. Despite its current com- mercial/community designation, there. exists the
possibility of obtaining , zoning that . would allo w' for the construction of a hotel, thus
attracting additional Visitors to the country club fa cilities. Als o included in t he'sale are 3
residential Jots located along various-5ection's of the fairways. The lots are zoned to
permit residential as well as certain golf and recreational uses.
Ocwen Federal Bank FSB was the note holder on the F6.kfue Resort & Country Club.
.1be formei, owners declared bankruptcy in 1995. The. property was held in receivership
from November, 1995 to December, 1996. Ocwen commenced foreclosure and acquired
the property in December, 1996.
During the past decade the Foxfire Resort & Country Club has not been able to take
advantage of the area'; 'potential due to its' history of unstable ownership and poor
Management. Moore County, which encompasses the PinehursVSouthern Pmies/Aberdeen
region, has experienced a tremendous population increase of 22% with 'a similar increase
in tourism . Foxf1re has not realized its share of this growth -because of financial
instability combined with insufficient marketing and mana emen expertise. Continued
expansion of both population and tourism in the region is, expected to continue over the
next two decades. The Pinehurst- Convention & Visitor's Bureau projects tourism to
increase 46% over the next five years. This presents an o. anding opportunity for a
seasoned . gQlf operator'to take advantage of Foxfire Resort & Country Club's superb
location and improvements to create a vibrant 36-hole golf course/country club.
