On importing these records, I saw that a previous modification request in 2022 was not approved for the same reason.
The discrepancy in permit responsibility should be addressed as soon as possible per the guidance in both
communications. We are copying the DEQ Washington Regional Office and including the original E&SC approval for
reference (issued to Fost Tract LLC).
