CONSTRUCTION SEOUENCE:
1. THOROUGHLY REVIEW PLANS AND EROSION CONTROL NOTES PRIOR TO STARTING WORK.
2. OBTAIN EROSION AND SEDIMENT CONTROL (EC) PERMIT AND A CERTIFICATE OF COVERAGE (COC) BEFORE ANY LAND DISTURBING
ACTIVITIES OCCUR. TIMBERING OR DEMOLITION ACTIVITIES ASSOCIATED WITH THE PROPOSED DEVELOPMENT OF THE SITE CANNOT BE
DONE WITHOUT EC PLAN APPROVAL. A HARD COPY OF BOTH PERMIT AND THE PLANS MUST BE KEPT ON SITE, PREFERABLY IN A PERMITS
BOX, AND ACCESSIBLE DURING INSPECTION. THE COC CAN BE OBTAINED BY FILING OUT THE ELECTRONIC NOTICE OF INTENT (e-NOI)
FORM AT DEQ.NC.GOV/NCG01. PLEASE NOTE, THE e-NOI FORM MAY ONLY BE FILLED OUT ONCE THE PLANS HAVE BEEN APPROVED.
3. LOCATE A JOB SITE/ INSPECTION BOX IN A SECURE PLACE ON SITE TO PROVIDE A PLACE FOR INSPECTORS TO LEAVE INSPECTION
REPORTS, COMPLIANCE NOTICES, ETC. SITE PERSONEL SHOULD CHECK THE BOX DAILY FOR THIS CORRESPONDENCE. PROVIDE
CONTACTING INFORMATION WITH NOTE TO "CONTACT C3 DESIGN AND ENGINEERING AT 919-230-0996 IF ANY ISSUES ARISE DURING THE
CONSTRUCTION". CONTRACTOR SHALL BE RESPONSIBLE FOR NCDENR REPORTING THROUGHOUT CONSTRUCTION. PER NPDES,
REQUIREMENTS, A RAIN GAUGE, SELF -INSPECTIONS RECORDS, PERMIT, CERTIFICATE OF COVERAGE, AND S&E PLAN ARE REQUIRED TO BE
MAINTAINED ON SITE AND ACCESSIBLE DURING INSPECTION. IT IS RECOMMENDED THAT THESE ITEMS BE PLACED IN A PERMITS BOX AT
THE BEGINNING OR ENTRANCE OF PROJECT.
4. SCHEDULE AND HOLD A PRECONSTUCTION CONFERENCE BEFORE STARTING ANY DEMOLITION, TIMBERING, CLEARING, OR GRADING
WITH THE OWNER (OR REPRESENTATIVE), THE CONTRACTOR(S) RESPONSIBLE FOR THE DISTURBANCE AND EROSION CONTROL, AND
EROSION CONTROL PERSONNEL TO DISCUSS THE PROJECT AND THE EROSION CONTROL PLAN. NCDEQ INSPECTOR IS TO BE NOTIFIED AT
LEAST 48 HOURS PRIOR TO COMMENCEMENT OF LAND DISTURBING ACTIVITIES AT 336-776-9800.
S. INSTALL SILT FENCE, SILT FENCE OUTLETS, CONSTRUCTION ENTRANCE/ EXIT, BASIN, AND STRAW WATTLES AS SHOWN ON THE PLANS.
NOTE, CONTRACTOR SHALL INSTALL ADDITIONAL OUTLETS AS NEEDED WHERE LOW AREAS EXIST OR DEVELOPED SITE CONDITIONS
CREATE PLACES FOR SITE RUNOFF TO COLLECT/ POND. ONLY CLEARING AND GRUBBING REQUIRED TO INSTALL THE EC MEASURES SHALL
BE CONDUCTED AT THIS TIME.
6. PROVIDE EXCAVATED INLET PROTECTION AT EACH INLET AS SHOWN.
7. CONTACT NCDEQ INSPECTOR AT 336-776-9800 IF REQUIRED BY THE PERMIT OR DISCUSSED AT THE PRE -CONSTRUCTION MEETING FOR
INSPECTION OF THE INITIAL EROSION CONTROL MEASURES. CONTACT THE DEMLR RALEIGH REGIONAL OFFICE AT LEAST 48 HOURS PRIOR
TO COMMENCING THE LAND -DISTURBING ACTIVITY.
8. UPON APPROVAL, BEGIN CLEARING AND DEMOLITION ACTIVITIES AS SHOWN.
9. INSTALL DIVERSIONS (INCLUDING MATTING), THE DITCH/DIVERSIONS LINERS ARE TO EXTEND TO THE TOP OF THE BANK REGARDLESS OF
LENGTH OF SLOPE.
70. BEGIN EARTHWORK AND EXCAVATION ACTIVITIES TO ACHIEVE THE SUBGRADE FOR PAVEMENT AS SOON AS POSSIBLE. ANY BORROW
MATERIAL BROUGHT ONTO THIS SITE MUST BE FROM A LEGALLY OPERATED MINE OR ANOTHER APPROVED SOURCE. ANY SOIL WASTE
THAT LEAVES THIS SITE CAN BE TRANSPORTED TO A PERMITTED MINE OR SEPARATELY PERMITTED CONSTRUCTION SITES WITHOUT
ADDITIONAL PERMITS UNDER NCGS 74-49(7)(d). DISPOSAL AT ANY OTHER LOCATION WOULD HAVE TO BE INCLUDED AS A PERMIT
REVISION FOR THIS APPROVAL.
77. SELF -INSPECTIONS FOR EROSION AND SEDIMENTATION CONTROL MEASURES ARE TO BE PERFORMED AT LEAST ONCE EVERY SEVEN
CALENDAR DAYS AND WITHIN 24 HOURS OF EVERY RAIN EVENT OF GREATER THAN 7 INCH. ANY NEEDED REPAIRS SHALL BE MADE
IMMEDIATELY TO MAINTAIN MEASURES AS DESIGNED. ALL ESC MEASURES SHALL BE MAINTAINED AS SPECIFIED IN THE CONSTRUCTION
DETAILS ON THIS PLAN. A RAIN GAUGE SHALL BE INSTALLED AT THE PROJECT SITE FOR MONITORING.
72. TEMPORARY SEED AND MULCH ALL AREAS DISTURBED WITHIN MINIMUM REQUIRED TIMEFRAME. SEE TEMPORARY SEEDING SCHEDULE
AND THE STABILIZATION TIMEFRAME NOTED ON C-2.2. PER NPDES PERMIT, "GROUND STABILIZATION WILL BE APPLIED WITHIN 74
CALENDAR DAYS FROM LAST LAND DISTURBING ACTIVITY. FOR STEEP SLOPES, THAT AREA MUST BE STABILIZED WITHIN 7 CALENDAR
DAYS". CUT, FILL, AND DIRT PILE SLOPES ARE TO BE TRACKED. ANY BARE SOILS BETWEEN THE DOWNSTREAM BASIN TOE OF SLOPE OR
DIVERSION DITCHES AND THE LIMITS OF DISTURBANCE ARE TO BE SEEDED, MULCHED, AND TACKED. ALSO, THE UP AND DOWNSTREAM
BASIN SLOPES SHALL BE COVERED WITH A SUITABLE RECP AFTER SEEDING.
73. INSPECT AND MAINTAIN THE EROSION CONTROL DEVICES SO THEY CONTINUE TO FUNCTION PROPERLY. REFER TO THE EROSION
CONTROL DETAILS FOR SPECIFIC INSTRUCTIONS FOR EACH DEVICE. THE PERSON RESPONSIBLE FOR EROSION CONTROL IS ALSO
RESPONSIBLE FOR TAKING THE INITIATIVE IN INSPECTING AND MAINTAINING THESE DEVICES, DO NOT WAIT FOR THE EROSION CONTROL
INSPECTOR TO POINT OUT THE NEED FOR MAINTENANCE REPAIRS. KEEP MUD AND DEBRIS OFF THE PUBLIC STREET AT ALL TIMES. IF MUD
OR DEBRIS IS TRACKED FROM THE SITE, USE A SHOVEL AND BROOM TO REMOVE IT IMMEDIATELY.
74. DURING THE COURSE OF CONSTRUCTION, IF THE SIGNIFICANT SEDIMENT IS LEAVING THE SITE DESPITE PROPER IMPLEMENTATION AND
MAINTENANCE OF THE APPROVED EROSION CONTROL PLAN, THE PERSON RESPONSIBLE FOR THE LAND -DISTURBING ACTIVITY IS
OBLIGATED TO TAKE ADDITIONAL PROTECTIVE ACTION AND NOTIFY ENGINEER OF THE NEED FOR ADDITIONAL MEASURES.
75. INSTALL SITE UTILITIES OF CONDUITS AS CONSTRUCTION PERMITS.
76. SEAL INLETS OR OTHERWISE PREVENT STORMWATER FROM ENTERING THE STORMDRAINS UNLESS A MIN. OF 1,800 CF OF STORAGE HAS
BEEN PROVIDED AROUND THE INLET TO PROPERLY TREAT AND FILTER SEDIMENT LADEN RUNOFF. IF INLETS ARE SEALED, MAINTAIN
DIVERSIONS AND RUNOFF PATTERNS TO THE BASINS TO THE GREATEST EXTENT PRACTICAL UNTIL ADJACENT AREAS ARE SUFFICIENTLY
STABILIZED. AREAS OF DITCH ORIGINATION WILL BE GRADED TO ENSURE WATER IS CONVEYED INTO THE CHANNEL. IF NECESSARY OTHER
EROSION CONTROL DEVICES WILL ADDED AS NECESSARY TO ENSURE THIS FLOW OF WATER.
77. ONCE SITE GRADING IS COMPLETE, PERMANENTLY STABILIZE ALL DISTURBED AREAS, INCLUDING THE REMOVAL OF THE CONSTRUCTION
ENTRANCE TO INSTALL STONE BASE FOR PAVING.
78. ONCE STONE BASE IS APPLIED, PLACE TOPSOIL AND PERMANENTLY SEED OR OTHERWISE STABILIZE THE REMAINING LANDSCAPED AREAS
PER THE PLANS. PERIMETER MEASURES MUST BE LEFT IN PLACE UNTIL ALL UPLAND AREAS ARE PERMANENTLY STABILIZED. AFTER SITE IS
PERMANENTLY STABILIZED, REMOVE ALL TEMPORARY EROSION CONTROL MEASURES AND PROVIDE PERMANENT SEEDING WHERE
TEMPORARY MEASURES HAVE BEEN REMOVED AND GROUND COVER IS NOT ADEQUATE. SEDIMENT BASINS MAY NOT BE REMOVED OR
CONVERTED TO PERMANENT SCMs UNTIL ALL UPLAND AREAS ARE PERMANENTLY STABILIZED.
79. ONCE ALL UPLAND AREAS ARE STABILIZED, CALL EROSION CONTROL INSPECTOR FOR APPROVAL TO DECOMMISSION AND REMOVE THE
SEDIMENT BASIN PER DETAIL. CONTRACTOR SHALL USE A SILT BAG WITH A FLOATING INTAKE AND CONSTANTLY MONITORED WHEN
DEWATERING. IF SOILS ARE OVERLY WET AND UNABLE TO BE TRANSPORTED, CONTRACTOR SHALL PROVIDE A SUITABLE AREA ADJACENT
TO THE BASIN WHERE THE SOUPY SOILS CAN BE PLACED AND COMPLETELY SURROUNDED WITH SILT FENCE. SOILS SHALL BE DEPOSITED
HERE AND ALLOWED TO DRAIN/DRY UNTIL THEY CAN BE LOADED INTO A TRUCK AND HAULED AWAY OR USED ON -SITE.
20. REGRADE AREA FOR THE FINAL SURFACE TREATMENTS AND SITE IMPROVEMENTS SHOWN. SUITABLE FILL SHALL BE USED TO ACHIEVE
PERMANENT GRADES AS SHOWN. SUITABLE FILL AND PIPE BACKFILL TO BE CONFIRMED AND TESTED BY THIRD PARTY CMT FIRM.
21. SITE STABILIZATION IS REQUIRED PRIOR TO FINAL APPROVAL OF GRADING PERMIT AND ISSUANCE OF CERTIFICATE OF OCCUPANCY.
GRASS UTILIZED AS PERMANENT GROUND COVER MUST BE AT A MOWABLE HEIGHT THAT GENERALLY PROVIDES AT LEAST 80% COVERAGE
THROUGHOUT THE SITE, WITH NO LARGE BARE PATCHES OR EVIDENCE OF EROSION. ANY BARE SOILS BETWEEN THE DOWNSTREAM TOE
OF THE BASIN(S) AND/OR DIVERSIONS AND THE PERIMETER MEASURE WILL BE SEEDED AFTER SEEDBED PREP WITH SOIL AMENDMENTS,
MULCH AND TACK. ALL BARE SOILS ARE TO BE STABILIZED UNDER CONDITIONS OUTLINED IN THE THE CURRENT NPDES PERMIT OR, IF IT
IS IN A CRITICAL AREA, BY THE END OF THE DAY.
22. ONCE ALL AREAS ARE STABILIZED, CALL EROSION CONTROL OFFICER AT 336-776-9800 FOR INSPECTION AND APPROVAL TO REMOVE SILT
FENCE AND OTHER REMAINING EROSION CONTROL MEASURES.
23. PLACE TOPSOIL AND PERMANENTLY SEED OR OTHERWISE STABILIZE THE REMAINING DISTURBED AREAS PER THE PLANS.
24. WHEN THE PROJECT IS COMPLETE, THE PERMITTEES SHALL CONTACT DEMLR TO CLOSE OUT THE E&SC PLAN.
25. AFTER DLMR INFORMS THE PERMITTEE OF THE PROJECT CLOSE OUT, VIA INSPECTION REPORT, THE PERMITTEE SHALL VISIT
DEQ.NC.GOV/NCG01 TO SUBMIT AN ELECTRONIC NOTICE OF TERMINATION (E-NOT). A $700 ANNUAL GENERAL PERMIT FEE WILL BE
CHARGED UNTIL THE E-NOT HAS BEEN FILLED OUT.
EROSION CONTROL NOTES:
7. THIS SITE IS SUBJECT TO ALAMANCE COUNTY REQUIREMENTS.
2. ALL EROSION CONTROL MEASURES SHALL BE PROVIDED IN ACCORDANCE WITH THE STANDARDS AND SPECIFICATIONS OF THE NORTH
CAROLINA DEPT. OF ENVIRONMENTAL QUALITY STANDARDS. THE CURRENT STATE STANDARDS AND SPECIFICATIONS CAN BE FOUND

3. ALL APPLICABLE LAWS AND REGULATIONS REQUIRING DUE CARE AND TREATMENT OF CONSTRUCTION RELATED SEDIMENT LADEN
RUNOFF SHALL APPLYAND BE STRICTLY ADHERED TO.
4. SILT FENCE OUTLETS HAVE BEEN SHOWN AT LOCATIONS WHERE IT APPEARS SITE RUNOFF WILL POND OR DRAIN TO. ADDITIONAL
OUTLETS SHALL BE PROVIDED AS NEEDED WHERE SITE CONDITIONS DIFFER AND STORMWA TER PONDS DURING CONSTRUCTION.
S. ALL AREAS SHALL BE MULCHED OR OTHERWISE COVERED PER THE STABILIZATION CHART.
6. ALL SLOPES GREATER THAN 3:7 SHALL BE COVERED WITH NORTH AMERICAN GREEN (NAG) SC750 OR APPROVED EQUAL. ALL OTHER
AREAS SHALL BE COVERED/MATTED AS SPECIFIED ON THE PLANS.
7. CONTRACTOR SHALL MAINTAIN AND REPLENISH THE CONSTRUCTION ENTRANCE AS NEEDED TO MAINTAIN EFFECTIVENESS AT
CLEANING TIRES OF CONSTRUCTION EQUIPMENT PRIOR TO EXITING THE SITE.
8. ANY BORROW MATERIAL BROUGHT ONTO THIS SITE MUST BE FROM A LEGALLY OPERATED MINE OR ANOTHER APPROVED SOURCE.
