This narrative outlines general information about the City of Lincolnton Pretreatment Program. This narrative also outlines the pexformance of the City of Lincolnton permitted Significant industrial Users and Categorical Industrial Users for 2022 and actions, if any, taken against them. This narrative also lists the waste reduction activities for the City of Lincolnton as well as the Industrial Users in the Pretreatment Program for 2022. General Program Information • ERP is up to date. ■ AT is up to date. It was submitted to NCDENR-DWR with the HWA submittal. Additional information was submitted on 8/30/2022. Approval was granted on 9/15/2022. • LTMP is up to date. It was submitted to NCDENR-DWR on 8/30/2022 in response to additional information need for HWA 1 AT. Approval was granted on 9/26/2022. • SUO was updated and adopted by our City Council on 41712022. It was submitted to NCDENR-DWR on 5/10/2022_ Awaiting approval letter. • IWS was submitted on 2/25/2022 per recent NPDES permit renewal. Revisions were made and it was resubmitted on 7/13/2022. Approval was granted on 8/ 10/2022. • HWA was submitted to NCDENR-DWR on 5/27/2022. Additional information was requested on 8/2912022; resubmission was on 8/30/2022. Approval was granted 9/15/2022 • Dates on the Division's Database Program. Information Sheet are correct. Robert Pearson retired; therefore, he needs to be removed from being a contact. • No permits lapsed or expired before renewal. City of Lincolnton 2022 PAR — Narrative, Compliance Summary, & Waste Reduction SIU and CIU Program Information IUP # 0021 Cataler North America (2002 Cataler Drive Lincolnton NC 28092) • This SIU was not in SNC in 2022. ■ This SIU did not have any violations for the reporting period of January 1, 2022 to June 30, 2022. ■ This SIU did not have any violations for the reporting period of July 1, 2022 to December 31, 2022. • The 2022 SIU inspection was conducted on 11/17/2022, • Catler submitted a permit renewal application (their current permit is set to expire on 6/30/2023) on 11 128/2022. Additional information was requested on 12/15/2022, and the additional information was submitted on 12/16/2022, Approval was granted on 12f 19/2022. IUP # 0012 Cosette Pharmaceutical 40 CFR 439 (l 877 Kawai Road L.incolnton NC 28092) ■ This CIU was not in SNC in 2022. • This CIU did receive one Notice of Deficiency for not following the sampling schedule as outlined in the permit for the reporting period of January 1, 2022 to June 30, 2022. • This CIU did receive one Notice of Violation for exceeding their Oil and Grease limit for the reporting period of January 1, 2022 to June 30, 2022. ■ This CIU did not have any violations for the reporting period of July 1, 2021 to December 31, 2022. • Written response was received for the NOD and corrective actions were taken to prevent further violations (such as updating the management software to notify them to sample accordingly). • Written response was received for the NOV and corrective actions were taken to prevent further violations (such as updating their preventive maintenance program and cleaning equipment to help aid in their treatment process) as well as re - sampling per their permit. ■ The 2022 SIU inspection was conducted on 11/15/2022. ■ This CIU certifies that certain pollutants are not present as allowed per their permit. City of Lincolnton 2022 PAIL — Narrative, Compliance Summary, & Waste Reduction IUP 0 0027 FMS Enterprises USA Inc, (2001 Kawai Road Lincolnton NC 28092) • This SIU was not in SNC in 2022. • This SIU did not have any violations for the reporting period of January 1, 2022 to June 30, 2022. • This SlU did not have any violations for the reporting period of July 1, 2022 to December 31, 2022. • The 2022 SIU inspection was conducted on 11/14/2022. • FMS submitted a permit renewal application (their current permit is set to expire on 4/30/2023) on 10112/2022. Approval was granted on 11/22/2022. IUP # 0013 McMurray Fabrics (40 CFR 410) (1140 N. Flint Street Lincolnton NC 28092) • This CIU was not in SNC in 2022. ■ This CIU did not have any violations for the reporting period of January 1, 2022 to June 30, 2022. • This CIU did not have any violations for the reporting period of July 1, 2022 to December 31, 2022. • The 2022 SIU inspection was conducted on 121612022 IUP # 0020 ST Enaineerina Inc. (dba Leegoy) (40 CFR 433) (500 Lincoln County Parkway Extension Lincolnton NC 28092) • This ClU was not in SNC in 2022. • This CIU did receive one Notice of Deficiency for not following the sampling schedule as outlined in the permit for the reporting period of January 1, 2022 to June 30, 2022. • This CIU did received two Notice of Violation for exceeding their zinc limit for the reporting period of January 1, 2022 to June 30, 2022. • This CIU did not have any violations for the reporting period of July 1, 2021 to December 31, 2022 • Written response was received for the NOD and corrective actions were taken to prevent further violations (such as updating the management software to notify them to sample accordingly), • Written responses were received for the NOVs and corrective actions were taken to prevent further violations (such as updating their cleaning schedules for equipment and other preventative maintenance to aid in their treatment process) as well as re -sampling per their permit. City of Lincolnton 2022 PAR — Narrative, Compliance Summary, & Waste Reduction The 2022 SIU inspection was conducted on 121112022. ST Engineering submitted a permit renewal application. (their current permit is set to expire on 6/30/2023) on 12/28/2022. Approval was granted on 1/31/2023. This CIU certifies that TTO are not present as allowed per their permit. Waste Reduction Activities The City of Lincolnton continues participating in curbside recycling for plastics, glass, aluminum and metal eans, and newspaper. The City of Lincolnton also holds mercury educational seminars and collection days, to promote the importance of proper mercury disposal (per the City of Lincolnton Mercury Minimization Plan, MMP). In addition to the city's recycling and MMP efforts, the City of Lincolnton participates in the following waste reduction activities: ►I ky'd In addition to the City of Lincolnton's waste reduction activities, our pretreatment program is currently working with 2 SlUs and 3 CIUs for the year 2022.
