Conti placed native material in the channel at the inlet and outlet of the 78” RCP on 1/27/23. Ben included pictures of the inlet and outlet and the as-built shots Conti provided. Based on their shots, it seems to be sufficiently buried. We can have them recheck the elevations in next few months to see how well the material stays. During the operation, Conti placed sandbags across the channel upstream of the inlet and pumped the water into an adjacent skimmer basin. Coir fiber matting was placed over the native material to provide some stability and minimize any movement. They waited until after localized turbidity settled out before they removed the sandbags and released the flow through the pipe. Let us know if you have any questions or comments. The pipe will need to compliant with the permit conditions regarding burial and aquatic organism passage and with the permit drawings. The agencies are ok with monitoring for now but if the site fails to accrete enough sediment to meet the conditions, corrective action will be required. It is up to your office and the contractor whether to take immediate corrective action or monitor. The current phase of construction may be more conducive for making the necessary repairs. Please keep us updated on how the contractor plans to proceed so we can update the agencies. We will make sure this information is communicated to the Resident’s Office and contractor. We will give them the option of correcting the issue now or monitoring with the potential to have to take corrective action later if conditions don’t meet the required burial. We will follow back up with you all with how the contractor plan’s to proceed. As I mentioned to you on the phone, at culvert # 10 (wetland site 3 ) we are requiring the contractor to re-dewater and charge the culvert with native material as noted on the permit drawings (Permit Drawing Sheet 42 of 162). Sean, The Corps agrees to monitor the accretion of sediment at in the 72”RCP (2304). No corrective action on this structure needs to be taken at this time, but future conditions may warrant mitigative measures to ensure permit compliance. Be advised that future culvert/pipe installations (in JS or relocated JS streams where the 1ft burial provision applies) should be reviewed for proper elevations on finished construction. This includes any constructed conveyances draining into and out of the structure. Any recovery operations needed for sediment losses should also be closely monitored to prevent over/under excavation issues that require corrective action. Please note there is a permit Special Condition that specifically refers to culverts and the need to ensure aquatic life passage at low water. As such, failure to bury, pre-load or grade conveyances appropriately to a structure where this permit condition applies may lead to remedial actions including, but not limited to, non- compliance and or enforcement actions. It appears the pipe inverts where set at the correct elevations, but the ditch was slightly over excavated (possibly a result of loss retrieval efforts). Mason and I have discussed this and we would like to avoid the contractor having to go in and regrade the ditch at this stage. We think the pipe is buried enough on the inlet and being that it is about at grade on the outlet, it should continue to accrete sediment over time. We would like to continue to monitor this instead of taking immediate corrective action if you are in agreeance. Please let me know your thoughts on this. The inverts and outlet have been over excavated during the retrieval of the sediment from the storm event that occurred 12/22/2022 -12/23/2022. Concerns if we add material: Inlet side will creating a head cut with most of the material washing into the pipe until an equilibrium is met. Outlet side adding material will impound water inside of the pipe. There was not a note or provision to place material inside of the pipe to help equalize the system The typical Safe Passage Requirements for Culvert Placement permit provision was not included in the C204553 Permits. To date the Conti has been submitting their drainage investigations for review, which are meeting the Safe Passage Requirements for Culvert Placement. Please advise if corrective action or monitoring of the area is required. Let us know if there is any additional information needed. As noted in the plans and drainage investigation the pipe is supposed to be buried 1’ as part of the environmental requirement. We also need the grades shot at least every 10’ for approximately 30’ from the invert and outlet. During the retrieval of the sediment after the rain event on 12/22-12/23 the area may have been over excavated. Currently, it appears that the ditches on either side of the pipe were graded to match the invert of the pipe. Please provide us with the additional information for the ditch grades.
