8. PROJECT SUMMARY: The applicant is proposing to perform maintenance dredging on a man-
made canal system and the entrance channels off of the Intracoastal Waterway to a final depth of
- 6.0' @ MLW.

9. PROJECT DESCRIPTION
The project site consists of six man-made, "natural" canals and the entrance channels, which connect
to the Atlantic Intracoastal Waterway (AIWW), and is located just east of the Ocean Isle Beach
Bridge, between Causeway Drive and Concord Street, in Brunswick County. To get to the site from
Wilmington take US Hwy 17 South approximately 28 miles to Ocean Isle Beach Road SW. Turn left
onto Ocean Isle Beach Road and travel approximately 4 miles to Ocean Isle Beach. The project site is
located on the east side of the NC Highway 904 Causeway as it enters Ocean Isle Beach from the
high-rise bridge crossing of the AIWW.
The highground surrounding the canal system with the exception of Canal #22, is composed of single-
family residential properties (see Sheet S2). The highground adjacent to Canal #22, which is located
adjacent to Causeway Drive, is predominately commercial development. The properties are vegetated
primarily with ornamental plants and lawn grasses. The majority of the shoreline of the canal system is
stabilized with wooded bulkheads with the exception of the entrance channels, which are stabilized with
sloped concrete bulkheads. The majority of the property owners along the canal system have constructed
private docking facilities. The six main canals, each measure approximately 80' to 110' in width and
range from approximately 2000' to 2500' in length and are oriented in a north-south direction running
perpendicular to the AIWW. There are two smaller canals, (Canal #23 & #21) which measure
approximately 350' in length and run parallel (east-west) to the AIWW, which connect the main portion of
Canal #21 to the "Commercial Canal (Canal #22). The entrance channels (see Sheet S3), Canal #8, which
measures approximately 830' in length, located between Union Street and Raeford Street at the northwest
end and Canal #3, which measures approximately 850' in length, located between Moore Street and
Cumberland Street at the northwest end. Both entrance channels run perpendicular (north-south) to the
AIWW and connect the AIWW to the concrete canals. The average depth of the entrance canals are
approximately -5.4' @MLW and the remainder of the canals average approximately -4.0' @MLW.
There are coastal wetlands, predominantly Smooth Cordgrass (Spartina alterniflora), located adjacent to
the majority of bulkheads in the canal system however, they are not within the indicated limits of the
proposed dredging project. These marsh fringes range in width from approximately 0-20' .These canals
were originally constructed in the 1960's and previous maintenance dredging permits (State Permit #38-
01, #59-96, #133-96, and #4-94) have been issued for all areas.
The waters of the man-made canals have been classified as SA by the N.C. Division of Water Quality.
The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine
Fisheries and is Closed to the harvest of shellfish. However, the adjoining waters of the Atlantic
Intracoastal Water is designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine
Fisheries and is Closed to the harvest of shellfish except for the waters adjacent to the proposed
discharge pipe location into the AIWW which are Open to the harvest of shellfish.
PROPOSED PROJECT:
The Town of Ocean Isle Beach is proposing maintenance dredging of the six man-made, "natural" canals
down the center an average of 20' to 40' in width and an average depth of -6.0' @MLW. The application
states that the average existing water depth of the six "natural" canals is approximately -4.0' @MLW and
the total lineal footage of these canals would be approximately 16,562' (see Sheet S2). The applicant also
proposes to perform maintenance dredging of the two entrance channels an average of 40' in width by 84'
in length at an average depth of -6.0' @MLW (see Sheet S3) into the deep water of the AIWW.
The Town is also proposing to dredge the west end portion of Canal #20 an average of approximately 40'

in width by 1,114' in length at an average depth of -6.0' @MLW (see Sheet S3). The applicant is also
proposing to dredge a portion of Canal #{3 which is located between Moore Street and Cumberland Street.
This area would measure approximately 20' in width by 51' in length at the north end of the canal at an
average depth of -6.0' @MLW (see Sheet S3). The application states that the average existing water
depth of these canals is approximately -5.4' @MLW.
As proposed, the total combined length of the canals to be excavated is approximately 18,2201inear feet
and would result in approximately 54,920 cubic yards of spoil material. The project would be
accomplished by using a hydraulic dredge and the spoil material would be pumped to the eastern two
thirds of the existing diked spoil disposal area located at the end of Lee Street (see Sheet S4). The Town
has a consent agreement with the US Army Corps of Engineers for the use of disposal basin AIW_U_0303
(see Appendix A). The spoil island has been previously divided into thirds with an earthen dam separating
the eastern two thirds that is to be used in this project. This 2/3 portion of the spoil island designated for
use is approximately 12 acres in size. As proposed, there would be two separate discharge pipes. One
would be located at the northwestern end of the disposal site and the second one would be located towards
the northeastern end of the disposal site. As proposed, both of these pipes would be discharging into
currently OPEN shellfish waters of the AIWW. The applicant is proposing the excavation some of the
existing spoil material out of the basin and onto the dam -thereby increasing the height of the existing
dam to an elevation of approximately 16' @MLW while creating more storage room for new spoil.
Supporting calculations have been submitted for review (see Sheet S4).
10. ANTICIPATED hVIPACTS
Approximately 77,055 square feet of shallow bottom would be dredged as a result of this proposal. The
dredging will result in temporary increased turbidity in the project area. Provided the work is done in the
Winter during a lower biological activity period, no other long term adverse impacts are expected.
Approximately 525,000 square feet (approximately 12.052 acres) of highground will be filled for the spoil
disposal. Sediment Control devices will be necessary around the spoil disposal area until disturbed soil on
the dam has been stabilized with vegetation sufficient to restrain erosion.

2007 MAINTENANCE DREDGING - "NATURAL" CANALS

Background
The small boat access "natural" canals off of the AIWW, the entrance canals to the "concrete"
canals from the AIWW and the commercial canal & residential "natural" canals, located to the
east of the causeway & which were created in the 1960's, have shoaled since their previous
maintenance dredging in 2001. Furthermore, the eastern end of the head "concrete" canal,
located to the east of the easternmost entrance canal, which was also created in the 1960's,
has also shoaled since its last maintenance dredging event in 1996. The low tidal flow within
the canals have deposited material. thereby resulting in inadequate draft depths in areas
along these canals. It is proposed to accomplish maintenance dredging in these canals in the
approximately footprint of previous CAMA applications.
Project Description
The maintenance dredging project proposes to use a hydraulic pipeline dredge to remove
approximately 54,920 CY of dredge spoil material in approximately 18,2201inear feet from
the above referenced canals as shown on the maps contained in this application package. All
materials excavated will be pumped to the eastern two thirds of the existing dredge disposal
area located at the end of Lee Street, which has been utilized during the previous
maintenance dredge events in 1996 and 2001. Pipeline corridors wilt be established to
ensure that no marsh areas or sensitive vegetation is disturbed. Also, dredge prisms have
been shown based on the previously shown permits and notes are on drawings to bring any
possibly affected marsh areas or sensitive vegetation within the dredge prism to the attention
of the Contractor and Engineer. All dredging will be performed during the months of November
thru March when biological life in the surrounding waters will be at a minimum.
An updated bathymetry survey was performed in July of 2007 in order to ensure accurate
dredge quantities for the project. A consent agreement has been approved by the US Army
Corps of Engineers for use of disposal basin AIW_U_0303, and can be found within Appendix
B of this document.
Environmental Impacts
Since the maintenance dredging will be performed during minimal activities of biological life, it
is our belief that environmental impacts resulting from the dredging activities proposed in this
project, in general, will be relatively minimal. All of the canal bottoms consist of sand,
sediment and detritus and have had maintenance dredging performed in either 1996 or
2001 as stated above as well as earlier dates. With this maintenance project being directly
related to previously approved CAMA Major Permits as far as meeting the permit requirements
as well as performed within limitations of previously approved contract documents, thi ~
