3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The project site is located in the Town limits of Belhaven in a neighborhood with both
mixed marine buisnesses and residential homes. The project site is a 0.26 residential
lot that contained a brick home with a footprint of 2,263 ft2. The home had an
impervious footprint of 203 ft2 in Zone 1 and 1,246 ft2 in Zone 2 of the Tar/Pamlico
buffer. The remaining portions of the buffer are vegetated with maintained lawn
grasses and no woody vegetation is present. The home has been removed in
preparation for the redevelopment of the site. A Minor CAMA permit application has
been submitted to DCM for the filling and grading of the depression left after the
home was removed. DWR agreed by an January 17, 2023 email to allow the filling
and grading in the buffer in the footprint of the house.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: *
The purpose of the project is to replace the existing flood damaged home with three
rental cabins. Cabins 1 and 2 will be built within the footprint of the existing residential
structure. Cabin 3 will have a 10' wide x 20' long open wooden deck elevated 7'
above the ground in Zone 2. The existing grassed buffer will remain under the deck.
Per the Tar/Pamlico River Basin Buffer Rule, North Carolina Administrative Code
(NCAC) 02B.0734(6)(a)(i)(b)(c) the areas in the buffer impacted by the existing
residence are exempt because those uses were present and are ongoing since
August 2000. The existing residence was built in the 1970's. Cabin 3 will only have a
10' wide x 20' long open, slated wooden deck elevated 7' above the ground in Zone
2. The maintained lawn will remain below the new deck. Per the "Table of Uses"
found in NCAC 02B.0734(11)(v)(i), the residence or necessary infrastructure is
"Allowable Upon Authorization." Pilings for the cabins will be driven with a hydraulic
hammer. Standard carprentery tools will finish the remaining work.

Comments:
Impacts from Cabins number 1 and 2 occur within the existing footprint of the existing
residence, therefore there dimensions are not accounted for in the impact totals.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The project was designed such that the existing impervious surface coverage in the
Tar/Pamlico Buffer (Zone 2-1,246 ft2 and Zone 1-203 ft2) resulting from the existing
residence will be reduced from a total of 1,449 ft2 to 344 ft2. The proposed impervious
surface coverage in the buffer is within the existing footprint of the existing residence.
The cabins were located off the Boat Harbor Canal as much as practicable to ensure
that adequate space remains to meet the Town of Belhaven parking requirements.
The proposed 10'x 20' slated, open wooden decks will be elevated 7' above the
ground and the ground underneath the decks will remain vegetated with lawn
grasses.
lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Proper erosion control measures will be maintained during construction of the cabins
including silt fence to encapsulate disturbed areas. A grassed buffer with
gentle slopes will be present during the cabin construction. If at any point during the
construction process, disturbed areas are to remain idle longer than 2 weeks, the
disturbed areas are to be provided a ground cover by seeding with either temporary
or permanent seed mixtures, covered with straw and or mulched to promote
vegetation establishment.
