The North Carolina Division of Water Resources conducted an inspection of the Warsaw Sanitation
Trailer Wash on 1/31/2023. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0023310. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the
inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Warsaw Sanitation Trailer Wash WWTF was conducted on January 31, 2023. The
purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified
in Permit WQ0023310. Michael Norris and Derek Brown were present during the inspection.
This facility is a 2-bay, "clean" trailer wash facility with a SWECO solid -liquid mechanical separator and an oil -water
separation unit. From the headworks, influent flows to a 2,573,134 gallon clay -lined lagoon and then irrigated on
approximately 32 acres of spray fields consisting of Fescue and row crops. The facility estimates flow by water usage and is
limited to 7,300,000 gallon per any consecutive 12 months. As of November 2022, the facility reported a flow of 2,796,200
gallons. Since the current NDMR form does not calculate flow as gallons per year, please be conscientious when calculating
and reporting the 12-month rolling total gallons on the NDMR.
There are plans to remove and reseed the Fescue on Zones 1-5 this spring. The Waste Utilization Plan has not had any
recent changes. Operation/maintainence records were available for review and organized and complete. A review of records
showed 1 NOD was issued for a freeboard limit violation.
MW-1 R and MW-3R, located around the row crop Fields A throuh H, have had Nitrate limit exceedances for the majority of
this permit cycle. Very little application on the fields nearest to those MWs, Field A and H, has occured. The Wilmington
Regional Office continues to monitor the trends.
The facility is compliant with Non -Discharge Permit WQ0023310. Please review the comment sections of the inspection
report for more details.

Comment: Wastewater from the wash drains flows to a mechanical separator system that removes grit,
trash, and shavings. The solids removed are emptied into a dumpster and hauled to the
landfill. An oil -water separation unit is also used. The audible and visual alarms were
operational when the high level float was pulled during the inspection.

Comment: Operation/maintenance logs included field irrigation, freeboard and crop yield records as well
as work orders for maintenance of the trailer wash facility. The soil analysis is completed
annually by the Permittee, although it is only required every 3 years. The required monitoring
parameters are reported from the NC Department of Agriculture Division's Waste Analysis
Report. The monitoring wells are sampled and analyzed by Envirochem Lab. MW-1 R and
MW-3R, located around the row crop Fields A throuh H, have had Nitrate limit exceedances for
the majority of this permit cycle. Very little application on the fields nearest to those MWs, Field
A and H, has occured. The Wilmington Regional Office continues to monitor the trends.
