Speculative limits are being developed for the proposed expansion and relocation of the City of Salisbury - Grants Creek WWTP. The City plans to relocate its 7.5 MGD discharge from Grants Creek to the Yadkin River above Grants Creek. An expansion to 20 MGD is also planned which will include the Salisbury Town Creek and Spencer WWTPs. An SOD measurement in the Yadkin River above High Rock Lake is requested to reduce model uncertainty. The data from the clear chamber may also strengthen our case for nutrient reductions from the discharge. If you have any questions regarding this request, please call me. Preston Howard, Jr., P.E., Director June 30, 1993 MEMORANDUM TO: Melba McGee, Planning and Assessment FROM: Monica Swihart';"Water Quality Planning SUBJECT: Project No. 93-0943; Scoping - Proposed Construction of a New Wastewater Outfall from Salisbury's Grant Creek WWTP to the Yadkin River;, & Proposed New Regional Wastewater Treatment Plant The Division of Environmental Management's Water Quality Section has reviewed the scoping letter for the subject project. Our Section will be acting as the lead agency in coordinating the document preparation and the State's environmental review of the environmental assessments. To aid in preparation of the environmental documents, I have attached a memorandum from the Department of Administration regarding procedures for complying with the State Environmental Policy Act. The memorandum provides useful guidelines for preparing environmental documents. The project area is upstream of a section of High Rock Lake which is classified as WS-IV&B. The section of the Yadkin River to which the new wastewater outfall would discharge is classified as WS-V. The applicant should contact our Technical Support Branch to obtain draft or speculative waste limits that would be required to avoid potential water quality impacts from eutrophication or toxic substances. Instream water quality standards are more stringent for streams classified for water supply and, therefore, can have an effect on wastewater discharge permit limits. The applicant should also contact Linda Sewell, Deputy Director of the NC Division of Environmental Health, at (919) 733-2870. This Division is responsible for public water supply protection. Our Division is also responsible for issuing 401 Water Quality Certifications. A 401 Certification would be required if there would be sufficient proposed filling of Section 404 (Clean Water Act) wetlands to warrant issuance of a permit from the U.S. Army P.O. The first document will address the environmental impacts of constructing a new wastewater outfall (dotted line on map) from Salisbury's existing Grants Creek WWTP to the Yadkin River upstream of High Rock Lake. The existing Grants Creek outfall, which also flows to High Rock Lake, will be retired. The new outfall will provide greater dilution and assimilative capacity, and will be be farther from the raw water intake on High Rock Lake. This proposed outfall is an interim solution to the City's discharge problem pending construction of a new WWTP with nutrient removal capabilities. The second EA will address the proposed new regional WWTP. Two sites will be considered: one adjacent to the existing Grants Creek WWTP (Grubb Ferry size); and the other east of Grants Creek (Sowers Farm site). A map of the two sites (LISGS Salisbury Quad) is enclosed.. The new WWTP will initially handle 20 MGD, but.sufficient land will be purchased to ultimately site a 100 MGD plant which will serve Salisbury and several surrounding municipalities. P&W Project No. 0330 Dear Mr. Tedder: In reference to my letter to you dated April 27, 1993, relative to effluent limits of the wastewater to be discharged to the Yadkin River from the Grant Creek Plant and the Town Creek Plant through a common outfall, we have made a statement in the first paragraph that is incorrect and we are writing to you to clarify the incorrect statement which reads ..... it is our understanding the same effluent limits to be required for the two plants will remain the same when they are connected to a common outfall which will discharge into the Yadkin River..... The incorrect portion of the sentence should have read, it is our understanding the limits for conventional pollutants will remain the same; however, the metals limits and chronic toxicity concentration will be reevaluated based on the Yadkin River and the diffuser design. It is our understanding that you will proceed with the processing of the Grant Creek NPDES permit NC-0023884 and Town Creek NPDES permit NC-0023892, but will not continue to work on a permit for the proposed Yadkin River Regional Plant until requested by the City at a later date. Box 29535 Raleigh, North Carolina 27626-0585 Subject: Plans for Wastewater Discharge into the Yadkin River from Grant Creek Regional Wastewater Treatment Plant and Town Creek Regional Wastewater Treatment Plant P&W Project No. 0330 Dear Mr. Tedder: In reference to our meeting with representatives from the City of Salisbury and the Water Quality Section on April 22, 1993, to discuss plans for the discharge of effluent from the Grant Creek and Town Creek wastewater treatment plants, it is our understanding the same effluent limits that are to be required for these two plants will remain the same when they are connected to a common outfall which will discharge into the Yadkin River. The Grant Creek Plant and the Town Creek Plant have a design capacity of 7.5 mgd and 5 mgd respectively. At the time these plants reach 80% of their design capacity, engineering plans and specifications for a new Regional Wastewater Treatment Plant located on the Yadkin River will be prepared. During construction of the Yadkin River outfall and diffusers, we will also construct chlorination/dechlorination and aeration facilities near the end of the outfall. At the time the Grant Creek Plant and Town Creek Plant begin discharging into it, the effluent sampling location for these two plants will be at the Yadkin River. The discharge into the Yadkin River will be through three underwater diffusers located at the quarter points of the river and one emergency outlet at the river bank. These diffusers will be located and designed to maximize the dilution of the river flow. The permit has been _ drafted and is on hold for notice in July 1993, so it can be issued with the permits in the subbase 030704 for the basin management schedule. Since this will be a five year permit, nutrient limits: should be included at this time. Localized nutrient impairment in Town Creek is well documented. Town Creek was ranked by Environmental Sciences as the most nutrient impaired - tributary to High Rock Lake. Algal blooms and chlorophyll -a violations regularly occur. 7 Instream levels of nutrients exceed DEM's targets for prevention of algal blooms. Per our SOP, limits of TP = 0.06 mg/1 and TN = 0.6 mg/l are recommended due to the high r' instream waste concentration. However, technology limits of : summer winter TP (mg/1) 0.5 1.0 TN (mg/1) 4.0 8.0 will be required. An implementation schedule should be developed for compliance with these limits or relocation of the discharge to the Yadkin River. In addition, instream monitoring for nutrients in the lake arm should be added. June - Sept.
