The permit must provide a description of all treatment process components. The only consideration for removing any component description would be in the case where the component is physically removed from active service and no longer has any wastewater flow, nor poses any water quality issues. Based on the approved Authorization to Construct and further discussions with the Mooresville regional office, the arrangement attached to your letter, with the chlorinated wastewater flow entering the liquid dechlorination treatment section, followed by the Parshall flume, followed by the effluent composite sampler is acceptable. In this arrangement the UV system is no longer an active treatment component and is considered a flow channel. Whether you measure the effluent dissolved oxygen at the top or bottom of the cascade system is your choice, as long as can demonstrate that the dissolved oxygen level is not diminished as it flows through the cascade system. Your effluent dissolved oxygen level has to meet a minimum water quality standard daily average level of 5.0 mg/I as stated in your permit. As your flow increases the effluent dissolved oxygen level will change. If you have any additional questions about sample locations contact the Mooresville regional office. Currently, using UV for disinfection and composite sample is being taken exit effluent meter (before UV and post aeration). Grab samples taken exit UV for fecal coliform and exit post cascade aeration for DO. Have approval to construct chlorination and de -chlorination systems. Plans are to use UV as back up only. Issue: Region is stating that composite sampler must be at exit of last treatment step, post aeration, and is compliance violation if not moved. Permittee does not to want to go to the expense of moving meter and composite sampler but request that the post aeration unit be declared not a treatment unit and removed from the permit treatment description. Hopefully, this will allow the composite sampler to stay where it is. Will leave post aeration in service but will not taken grab samples exit unit. Permittee provided seasonal data on DO going in and exiting post aeration unit. Note: 1) Replacing UV with chlorination/de-chlorination for economic reasons. UV is a high maintenance, high cost system. 2) Post aeration was deem necessary for the 20 MGD expanded capacity. 3) Permittee checked some spot samples of DO at composite sampler and inlet post aeration, noted no difference. Talked to Jeff about diffuser design and change to single port. River velocity was close to multiport velocity causing poor mixing. Going to single port provided more velocity differential and thus better mixing. Most likely would not change if expansion occurred. However, tracer test was recommended by Division to confirm performance at expanded rate. Need to talk to John Leslie at MoRO. Re: Salisbury -Rowan WWTP NPDES Permit NCO023884 Request for the Removal of Cascade Post Aerator Dear Mr. Belnick, Salisbury -Rowan Utilities (SRU) submits the following effluent dissolved oxygen study (enclosed) for the subject permit to demonstrate that the cascade post aerator is not beneficial as a treatment process, and request the removal of the cascade post aerator as a treatment process from the subject permit (Supplement to Permit Cover Sheet (3)). SRU received an Authorization to Construct (ATC), issued on September 4, 2009, for the addition of liquid chlorine treatment for the Grant and Town Creek treatment trains, and liquid dechlonnation treatment for the combined effluent from both treatment trains. Upon approval from the Division of Water Quality with the removal of the cascade post aerator from the subject permit, SRU will install and operate the following: • dechlore system prior to the effluent parshall flume • effluent sampling station will be post parshall flume • use of the ultraviolet system as a secondary back-up to disinfection (with effluent sampling point post UV with portable composite sampler when using secondary system) (map enclosed) Please contact me at (704) 216-7539 if you require any clarification or additional information regarding the subject request.
