The City of Salisbury has been operating our wastewater
treatment facilities at our Town Greek Facilities .nder..--
NPDES Permit No. NC0023892 and at o rants Cree .cilities
under NPDES Permit NC00 :: - • roit covering both of
our wastewater facile ies expired in 1979. It is our understanding
that the Division of Environmental Management is currently
in the process of preparing a new permit for our Grants Creek
and Town Creek Facilities.
Therefore, the City of Salisbury would like to take this
opportunity to request that consideration be given to the
issuance of seasonal effluent limitations as part of our new
permit for our Town Creek and Grants Creek Facilities.
Since treatment facilities such as ours were designed and
constructed when effluent standards were not as restrictive
as those currently in effect, we believe that the City of
Salisbury will continue to be faced with unnecessarily high
operating expenses as well as the possible addition of
capital equipment in order to continue to comply with the
effluent levels contained in our old and expected new NPDES
permits. We believe that the regulations currently in affect,
which allow the issurance of seasonal effluent limitations,
will allow the City of Salisbury to maintain water quality
in the receiving stream and allow the City to meet the
winter and summer effluent limitations at considerable cost
savings for our utility customers and taxpayers.
