Dear Mr. Tedder:
This is to confirm our discussion of April 22, 1993, relative to
renewal applications for permits for the City of Salisbury's Grant
Creek and Town Creek Regional Wastewater Treatment Plants and an
application for a permit for a proposed plant to be located on the
Yadkin River.
It is our understanding that you will proceed with the processing
of the Grant Creek NPDES permit NC-0023884 and Town Creek NPDES
permit NC-0023892, but will not continue to work on,a permit for
the proposed Yadkin River Regional Plant until requested by the
City at a later date.
We appreciate the opportunity to discuss plans for present and
future wastewater facilities at Salisbury. If there are questions
concerning our understanding, please let inc know.

Subject: Plans for Wastewater Discharge into the
Yadkin River from Grant Creek Regional
Wastewater Treatment Plant and Town
Creek Regional Wastewater Treatment Plant
P&W Project No. 0330
Dear Mr. Tedder:
In reference to our meeting with representatives from the City of
Salisbury and the Water Quality Section on April 22, 1993, to
discuss plans for the discharge of effluent from the Grant Creek
and Town Creek wastewater treatment plants, it is our understanding
the same effluent .limits that are to be required for these two
plants will remain the same when they are connected to a common
outfall which will discharge into the Yadkin River. The Grant
Creek Plant and the Town Creek Plant have a design capacity of 7.5
mgd and 5 mgd respectively. At the time these plants reach 80% of
their design capacity, engineering plans and specifications for a
new Regional Wastewater Treatment Plant located on the Yadkin River
will be prepared. During construction of the Yadkin River outfall
and diffusers, we will also construct chlorination/dechlorination
and aeration facilities near the end of the outfall. At the time
the Grant Creek Plant and Town Creek Plant begin discharging into
it, the effluent sampling location for these two plants will be at
the Yadkin River.
The discharge into the Yadkin River will be through three
underwater diffusers located at the quarter points of the river and
one emergency outlet at the river bank. These diffusers will be
located and designed to maximize the dilution of the river flow.

of treated effluent from the Grant Creek Treatment Plant and the
Town Creek Treatment Plant is different from your understanding,
