NCDOT requests a modification of the RGP 31 and the 401 Water Quality Certification to authorize additional
wetland fill, mech. clearing, and temp. hand clearing for the R-4705 Project. The R-4705 design plans
neglected to include a previous PJD for a section of the roadway in the vicinity of Bridge 53 that was recently
replaced. After this previous PJD was incorporated in the design plans, it was determined the project would
impact an additional 0.121 acre of wetland with fill and 0.241 acre of wetland with hand clearing. These impacts
are a result of roadway shoulder fill and toe protection in the vicinity of the bridge.
In addition, 0.0347 acre of wetland was impacted by a skimmer basin that was incorporated into the Erosion
Control Plans. That skimmer basin was removed from the project and restored to the adjacent wetland
elevation. The skimmer basin impact is shown as mechanized clearing. These revisions do not result in any
additional stream or surface water impacts. All revisions are depicted in the attached permit drawings, including
an updated impacts table.
In addition, the mitigation areas in the vicinity of Bridge 53 will not be impacted by the project.
