It was possible the one on Red Drum would be started before the end of the fiscal year, but currently they're putting that one on hold. On other projects in the past, it was a crane. However, a contractor may propose leaving something else on the beach. It's possible they may request to leave an excavator or other slow moving equipment onsite. NCDOT inspectors have conducted the turtle crawl surveys and handled the logs in the past, and that's what is planned for these repair projects. Thanks, Paul C. Would the equipment left on the beach be limited to the crane only? Also, who would be conducting the sea turtle crawl surveys if the work overlaps with turtle nesting season? Gary, In 2021, Steve Trowell corresponded with you regarding the repairs of four ocean outfalls in Dare County. Your last concurrence to Steve is attached. The USACE issued Nationwide Permits for the repairs. NCDOT Division 1 was not able to start the repair projects before the NWP's expired, and I'm currently working on getting the permits reissued. In reviewing the concurrence letter,the aspects and commitments of the project have not changed. However, one item not addressed was the possibility of equipment being left on the beach overnight. This would potentially be necessary if a contractor would need a crane to install sheeting or the handling of material. Such equipment would be difficult to remove from the beach every evening. If this were to occur, NCDOT would have safety fencing installed around the equipment at night to prevent turtles crawling under the equipment. With this commitment, and the previous commitments, would the USFWS still determine the project may affect, but not likely to adversely affect sea turtle species, piping plover, and red knot?
