We have reviewed the information provided and offer the following comments: The proposed stream restoration on the Biltmore Estate National Historic Landmark involves stream channeling, sloping, riparian planting, and in -stream construction. A portion of the area of potential effects (APE) was previously surveyed and one archaeological site (31BN971) was identified and determined to be not eligible for listing in the National Register of Historic Places (NRHP). Given the high potential for significant historical resources to be present on this property and to ensure that no unidentified archaeological resources are inadvertently impacted, we recommend that archaeological monitoring be conducted during restoration in the portions of the APE where modifications to stream bank slopes take place. The archaeological monitoring should be carried out by an experienced archaeologist who meets the Secretary of the Interior professional qualifications. We ask that two paper copies and one digital copy (PDF) of the resulting archaeological monitoring report, as well as a digital copy (PDF) of the North Carolina Site Form for any sites recorded, should be forwarded to the Office of State Archaeology (OSA) through this office for review and comment, as soon as they are available. OSA's Archaeological Standards and Guidelines for Background Research, Field Methodologies, Technical Reports, and Curation can be found online at: https://archaeology.ncdcr.gov/osa- guidelines. As proposed, the project will have no adverse effect on the Biltmore Estate (BN1835), a National Historic Landmark. The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR Part 800.
