On September 18, 2015, Mike Mickey of this office met with Bruce Weaver to perform a
Compliance Evaluation Inspection on the stormwater discharge from the Associated Asphalt
terminal located at 100 S. Chimney Rock Road. The inspection findings are detailed below and an
inspection checklist is attached.
I. Permit
The permit expires next on August 31, 2016. You should receive a renewal notice around the first
of the year.
II. Self -Monitoring Program
Submittal of the electronic Discharge Monitoring Reports (eDMRs) began in January 2015. A
review of the monthly DMR's for the period September 2014 through August 2015 found
Associated Asphalt to be compliant with the effluent limits for the above period. In regards to the
permit monitoring requirements, it was noted that all sampling was performed per the frequencies
specified in the permit.
III. Flow Measurement
The permit requires episodic flow monitoring. The discharge volume from the retention pond is
calculated by opening the locked release valve four turns and then timing the release (-600 gpm). It
was noted that no discharge occurred during the review months of September, January, February,
April June and July.
IV. Facility Site Review
The stormwater treatment system consists of a 1.0 MG retention pond with a locked effluent release
valve. The retention pond receives condensate from the boilers, stormwater from the truck and rail
car loading areas and stormwater from the diked secondary containment areas which surround the
ASTs:

VIL Records/Reports
A review of the on -site files at the facility showed that the records were being maintained according
to the permit. Meritech performs all laboratory analyses except for pH, which is measured by
Associated Asphalt staff.
VIII. Effluent/Receiving Waters
The system discharges into a ditch at the perimeter fence. The effluent eventually reaches a
tributary of the East Fork Deep River, class "WS-IV*" waters of the Cape Fear River Basin. No
effluent was being discharged on the day of the inspection.

Comment: The Associated Asphalt stormwater treatment system was found to be compliant with the
NPDES permit limits for the review period September 2014 through August 2015.
The 1 MG stormwater retention pond receives the following:
*truck and railcar loading complex stormwater.
*boiler condensate discharge.
*stormwater from the secondary containment dikes that surround the ASTs.

date, flow duration and computed discharge volume.
There were fourteen discharge events in the review period. No discharge occurred in the
months of September, January, February, April, June and July.
