Dear Mr. Alphin:
After its recent extended down time from October — December, 2015, due to its difficult repair, the Division
would like the owners and/or operators of Scarlett Acres wastewater treatment plant to verify and demonstrate the
efficacy of the flow meter at Scarlett Acres. We have reason to believe, based on the absence of some of the traditional
components of atypical wastewater flow metering system, such as a Parshall Flume or weir, that the meter does not
meet the requirements of the NCO061204 discharge permit, with regard to flow measurements.
Please consult with your plant operators, as well as the company that calibrates the meter and devise a plan
to demonstrate to us the meter's efficacy. This request is made under the authority of NPDES permit NC0061204, for
Scarlett Acres wastewater treatment plant, Part II, Section B, Paragraph 8, Duty to Provide Information, and Part II,
Section D, Paragraph 3, Flow Measurement.
If we do not hear from you regarding this matter by March 15, 2016, we will be in contact with you to determine
