Dear Mr. Spicer:
A Compliance Evaluation Inspection was performed by George Smith on October 7, 2015. Mr. Tommy
Spicer, ORC was present at this inspection. The inspection is comprised of an overall evaluation of the
facilities equipment, and capability to produce an effluent discharge that meets NPDES permit limits.
Permit
Your NPDES permit became effective on October 1, 2013 and expires on September 30, 2018.
The eDMR requirement is included in the permit under Section A.(3). Wilkes County Schools did register
for eDMR, and is working on eDMR submission. Please remember that both paper and eDMR submission
are required at this time.
Records & Reports
Mr. Spicer maintains an operator log, which documents sampling, analysis, Operations & Maintenance,
and his visitations. The records are well organized and maintained in a file cabinet. All are in excellent
order.
Facility Site Review
One large surface sandfilter shows some light vegetation growing. The sandfilter appeared to be operating
properly. The distribution lines are in good condition.
The tablet chlorinator uses two tubes of Norweco calcium hypochlorite tablets. The tablet dechlorinator
uses two tubes of Norweco sodium bisulfite tablets.
The effluent well and pumps are working.

The flow is measured using the intake water meter.

Laboratory
Wilkes County Schools is an approved field certified lab (# 5406).
The pH calibration is performed with a SensIon 156, using a three-point calibration method (buffers 4, 7,
10), and a midrange check at 7.0. The calibration is recorded.
Temperature is measured with the pH meter and is calibrated, documented, and is traceable to NIST.
The Dissolved Oxygen is measured with an YSI, Model 50B meter, and the air calibration is performed.
The Total Residual Chlorine is measured with a Hach DR2700 spectrophotometer. The 5-point annual
calibration is scheduled to be performed during October 2015.
Effluent/Receiving Waters
The effluent in the lift station contained clear water, which discharges into the unnamed tributary to
Mulberry Creek, Class C waters.
Operations & Maintenance
The facility is satisfactorily operated and maintained. Mr. Tommy Spicer, Grade II is the ORC; Mr. Stacy
Higgins, Grade II, Back-up ORC.
The surrounding trees have grown taller over the years and shade the sandfilter. Less sunlight may start to
impede the biological treatment process in the future. Also, the leaves in the Fall of the year cause
operational problems.
The sand beds appear to need sand added.
Self -Monitoring Program
A review of the monthly self -monitoring reports from January 2014 through July 2014 showed four
Dissolved Oxygen monitoring violations during January 2014; two Dissolved Oxygen monitoring
violations during February 2014; one Temperature monitoring violation during May 2014.
