Bartos SUBJECT: Historic Structures Survey Report for the Replacement of Bridge 61 on SR 1352 over Little Horse Creek, PA 13-09-0006, Ashe County, ER 14-0444 Thank you for your March 10, 2014, transmission of the Historic Structures Survey Report for the above- referenced undertaking. We concur that the Clark-Miller Mill (AH0105) is eligible for listing in the National Register of Historic Places under Criterion A for Industry and Criterion C for Architecture. The boundary for the historic property as described and shown in the report appears appropriate. The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the Advisory Council on Historic Preservation’s Regulations for Compliance with Section 106 codified at 36 CFR Part 800. An architectural historian will have to conduct a site visit to determine if further evaluation of the property is warranted. The Reasonable Design Speed is 25 mph at the project site, the bridge basically tees into an intersection, this is not a bike route, low ADT of 310, and the proposed bridge is 27’ out to out with 10’ travel lanes. The historic property as shown on the attached pdf sketch extends the entire length of the project on the west side. Standard guardrail will be use. There was a no effects call for the bridge replacement and HPO requested that Alaska rail be provided, the historic property extends past the bridge. If you haven't had it used in your area, I have attached a detail and picture of it used a bridge in Watauga County.
