Shuying Wang and Lon Snider of the Winston-Salem Regional Office of the North Carolina Division of
Water Resources (DWR or the Division) conducted a compliance evaluation inspection of the Belews
Creek Steam Station Wastewater Treatment Plant (WWTP) on March 2, 2016. Your assistance and
cooperation were greatly appreciated. Inspection findings are summarized below and an inspection
report is attached for your records.
The facility is located at 319 Pine Hall Road, Belews Creek, Stokes County, North Carolina. The permit
authorized Duke Energy to discharge from two separate outfalls. Outfall 001 discharges into West
Belews Creek/Belews Lake. The effluent from this discharge consists of intake screen backwash water,
recirculating cooling water, equipment cooling water, and once -through cooling water. Outfall 003 (the
coal ash basin discharge) discharges to the Dan River, which is classified as WS-IV waters in the Roanoke
River Basin. The coal ash basin water consists of wastestreams from the power house and yard holding
sumps, ash sluice lines, chemical holding pond, coal yard sumps, stormwater and remediated
groundwater, and treated FGD wastewater from internal Outfall 002.
Site Review
The facility was clean and well secured. Major components of the treatment system were inspected and
found to be operational. No discrepancies from the permit were noted. Two outfalls (001 and 003) and
one internal outfall (002) were inspected as well. Effluent water or receiving water at outfalls was free
of foam and other debris.
Documentation Review
Laboratory data were evaluated during the inspection. Comparison of lab reports and monitoring data
with discharge monitoring reports (DMRs) showed no concerns or errors. Chain of custody records were
available and complete. The Duke Energy internal laboratory performed required lab testing for the

facility, except for mercury. Mercury was analyzed by Pace Analytical or Shealy Environmental Services,
Inc. Visitation and operation/maintenance logs were reviewed and found to be complete and current.
