Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
Tim Heim of the Asheville Regional Office (ARO) performed a Compliance Evaluation Inspection of the
Facility on January 31 st, 2023. Joedavid Hall (ORC — Environmental Inc.) was present and assisted
with the inspection. The facility appeared in compliance with Permit NC0068152 at the time of the
inspection.
The ORC reported that the measures proposed to reduce or eliminate the hydraulic surge which was
discussed in the 2018 Technical Assistance Inspection (TA) as the likely cause of the movement of
solids into the clarifier and over the weirs were effective in eliminating this problem. These included
reducing the blower power and adding diffuser socks to the ends of the pipes where air is injected
into the aeration basin.
The facility has completed numerous upgrades and repairs following the Compliance Inspection and
Technical Assistance reviews with ARO staff in 2018, including:
New plate steel and corrosion resistant paint to 3 feet below the hydraulic grade line.
Structural steel reinforcement of the basins walls and other components.
Rehabilitation of the secondary clarifier.
Replacement of the piping and appurtenances associated with the sludge return and waste to
digester.
New headworks.
New walkway grating.
Replacement of blower motor.
New diffuser heads in the aeration basin.
The following items should be addressed to improve operation and safety of the facility:
Improve the means of storing and disposing rags removed from the bar screen to avoid creating
nuisance conditions.
Remove the 2x4 framing that was previously used to suspend tarps during the rehabilitation work.
