Sanitary Sewer Overflows — September 2015

Watauga County
Dear Mr. Trammel:
A review has been conducted of the Water Quality Services' self -reported Sanitary Sewer Overflows for
September, 2015. This review has shown the Water Quality Services to be in violation of the requirements
found in collection system permit WQCSD0235 and/or NC General Statute 143-215.1(a)(1). The violation(s)
that occurred are summarized below:

Remedial actions, if not already implemented, should be taken to correct the above noncompliance
problem(s). Please note that the Division of Water Resources (DWR) began assessing civil penalties for
severe and/or repeat SSOs on December 1, 2007. Enforcement decisions are based on volume spilled,
volume reaching surface waters, duration, gravity, impacts to public health, fish kills, and other factors.
This office is considerinq sendinq a recommendation for enforcement to the Director of the Division of
Water Resources for the incident(s) specified above. Your response to this correspondence will be
considered in this process. Therefore, this office requests that you respond to this Notice, in writing,
within twenty (20) business days of its receipt. In your response, you should address the causes of
noncompliance, remedial actions, and all other actions taken to prevent the recurrence of similar
situations.
