LITTLE RIVER - WEAVER MITIGATION BANK PARCEL- Bagley, NC
The Little River —Weaver Mitigation Bank Parcel (Parcel) is in Johnston County approximately eight -
tenths of a mile north of the town of Bagley. The Parcel created a protected riparian area from the top
of bank out to 200 feet along two unnamed tributaries (UT1 and UT2) and five ditches (Ditch A — Ditch E)
that drain to Little Buffalo Creek. Prior to mitigation activities the Parcel was primarily used to produce
row crops. Tables 1 and 2 contain project overview and credit applicability information.

Approximately 36.64 acres have been protected under the conservation easement. The mitigation
activity for 32.77 acres was riparian restoration, of which 7.22 acres are proposed for buffer mitigation
credit while 25.55 acres are proposed for nutrient offset credit. The Buffer Interpretation /Clarification
Memo #2008-019 applies to Ditches A, B, and C where maintenance of diffuse flow onsite is
unattainable, therefore a total of 10,875 square feet have been removed from the creditable area of
these ditches.
The land use within 200 feet from top of bank of the project features was predominantly row crop
agriculture with some small, forested areas. Bare root tree seedlings were planted using a dibble bar on
a 7 foot by 12 foot spacing, resulting in a planted density of 522 stems per acre. A small area of bank on
Ditch C was stabilized by installing straw bales to divert overland flow and live staked. This area was also
limed, fertilized, and seeded with temporary seed. Upslope of Ditch C, straw bales were installed to
diffuse overland flow and prevent rill erosion. This area was also seeded with temporary seed. The
culvert on UT1 was removed. The Parcel will be seeded in April 2023 with a combination of warm season
cover crops and permanent species seed mix.
