Alamance County
On February 19, 1996, the Division of Environmental Management issued NPDES
Permit No. NC0023868 to City of Burlington - East WWTP and Permit No. NC0023876 to
City of Burlington -South WWTP. A review of the permit files have indicated that a few
errors were inadvertently made in the permit. Accordingly, we are forwarding herewith
modifications to the subject permit to correct the errors.
Specifically, the following corrections have been made to the NPDES Permit No.
NC0023868 for the City of Burlington - East WWTP:
1) On the Effluent and Limitations and Monitoring Requirements Summer sheet, the Total
Phosphorus and Orthophosphate sample types will be changed from grab to composite, and
2) On the Effluent and Limitations and Monitoring Requirements Winter sheet, the BOD, 5-
day, and Total Suspended Residue daily maximum limits have been changed to weekly
averages.
In addition, the following correction has been made to the NPDES Permit No.
NC0023876 for the City of Burlington - South WWTP: the Conductivity measurement
frequency has been changed from daily to three times a week (3/week) during June, July,
August, and September and once a week (1/week) during the remainder of the year. A
footnote has also been added to explain the monitoring frequency.
The three changes referenced in this letter also eliminate inconsistencies between the
East and South wastewater treatment facilities' discharge permits.
Please find enclosed the modified sections of the permit referenced in the preceding paragraph.
Replace the original sections in your permit with the newer enclosed sections and discard the
original sections. All other terms and conditions contained in the original permit remain unchanged
and in full effect. These permit modifications are issued pursuant to the requirements of North
Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina
and the U. S. Environmental Protection Agency.

If any parts, measurement frequencies or sampling requirements contained in this permit
modification are unacceptable to you, you have the right to an adjudicatory hearing upon written
request within thirty (30) days following receipt of this letter. This request must be in the form of a
written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed
with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina
27611-7447. Unless such demand is made, this decision shall be final and binding.

2 The monthly average effluent BOD5 and total suspended residue concentrations shall not exceed 15% of the respective influent value.
3 The daily average dissolved oxygen effluent concentrations shall not be less than 5.0 mg/l.
4 Sampling shall be based on upon a quarterly average of weekly sampling.
5 Orthophosphate monitoring is only required during the months of June, July, August, and September.
6 Chronic Toxicity (Ceriodaphnia) P/F at 36%. Samples shall -be taken quarterly during the months of February, May, August, and November; See Part
III, Condition H.
7 Conductivity monitoring will be required 3/week'during June, July, August, and September and once/week for the remainder of the year.
