Division of Water Resources Public Hearing Officer's Report for
the Monroe Bypass — Memorandum dated February 20, 2015
After review of the referenced memorandum, we wish to clarify the "merger process" referred
to in the Recommendation set out on page 3 of the document.
The Monroe Connector/Bypass project followed the Section 6002 Project Coordination Plan.
The plan is described in Appendix A-5 of the Draft EIS and can be found on the on the project
website:

Under this plan, agencies involved in the environmental review process communicated
regularly to assure that the project would meet, among other requirements, the requirements
of NEPA and Section 404 of the Clean Water Act (CWA). These communications included regular
agency coordination meetings as documented in the Draft, Final, Draft Supplemental Final, and
Fina) Supplemental Final EIS documents (see the Monroe Connector DEIS, Section 9.2.3.3.,
Table 9-6; Monroe Connector FEIS, Section 3.2.1, Table 3-1; and the Monroe Connector DSFEIS,
Section 5.3.2, Table 5-2; and Monroe Connector FSFEIS, Section 3.3; for a list of the
Environmental Agency Coordination Meetings).
Additionally, meetings to discuss 30% hydraulic design occurred for Section 3B on March 14,
2012; for Sections 2A and 3A on April 11, 2012; and for Sections 1, 2A and 26 on May 9, 2012;
and meetings to discuss 100% hydraulic design for Section 3B and a portion of 3A on April 11,

2012; for Sections 2C and the remainder of 3A on July 23 and 24 2014; and Sections 1, 2A, and
2B on September 17, 2014.
The Section 6002 Project Coordination Plan is intended to address permitting concerns and help
assure that impacts to buffers, streams, and wetlands are avoided and minimized to the
greatest extent practicable. The Monroe Bypass project was thoroughly vetted through the
process described in the Section 6002 Project Coordination Plan.
