The town has requested less frequent monitoring for metals with this renewal. The facility has been failing chronic toxicity tests. Since the combined effects of the metals has not been eliminated as a possible cause of toxicity, TSB does not recommend that those requirements be reduced at this time. Other Special Items: ART IV - E9AMTION AN HCOMMMON Facility has had difficulty in meeting effluent limitation for toxicity, cyanide, cadmium and lead. Test modification for cyanide determination has resulted in better compliance with the that limit and other parameters are covered in Special Order by Consent NO. 92-20. On October 11, 1993 the Town was granted a modification to WQ0001240. Covered under the modification was the use of the existing primary lagoon as emergency influent equalization (formally used on emergency.events but not permitted) during extrene I/I events and the use of the existing secondary lagoon as sludge storage between land application events. The use of the secondary lagoon will alleviate excessive sludge inventory anhill allow better operation of the facility. It is the recommendation of this office to reissue the NPDES Permit KC0028916 in keeping with the basinwide strategy. Both liquid and dried sludge is land -applied onto permitted sites for final disposal.
