Bowers Pretreatment Coordinator Narrative 11 CITY OF HICKORY 2022 PRETREATMENT ANNUAL REPORT The Pretreatment Annual report submitted by the City of Hickory contains information from January 1, 2022 — December 31, 2022. During this period, 14 industries were monitored. JANUARY - J U N E 2022 • POTW monitoring for fourteen (14) industries occurred. Thirty-six (36) monitoring events were conducted by the City of Hickory. • Self -monitoring by thirteen (13) industries occurred. Eighty-three (83) self -monitoring events were conducted. • Two (2) industries were in SNC for limits violations for Zinc and Chromium. One (1) industry was in SNC for failure to self -monitor. • Ten (10) industries were sent forty-four (44) [self -monitoring data — twenty-five (25); City of Hickory data — nineteen (19)] notices of noncompliance with the Industrial Monitoring Program. JULY - DECEMBER 2022 • POTW monitoring for fourteen (14) industries occurred. Forty (40) monitoring events were conducted by the City of Hickory. • Self -monitoring by fourteen (14) industries occurred. Seventy-four (74) self -monitoring events were conducted. • Zero (0) industries were in SNC. • Eleven (11) industries were sent thirty-four (34) [self -monitoring data — seventeen (17); City of Hickory data — seventeen (17)] notices of noncompliance with the Industrial Monitoring Program. Other Information: A copy of the Division's Historical SNC Report has been included. Please note the following corrections that are needed: The following SIU's do not need to appear on the report because they are not SNC during the listed years: ■ Catawba Valley Medical Center (IUP# 0003) • Century Furniture (IUP# 0034) • Hickory Dyeing & Winding (IUP#0008) • Hickory Springs Manufacturing Co. (IUP# 0033) ■ Maple Springs Laundry, Inc. (IUP#0015) • Maple Springs Laundry, Inc. #2 (IUP#0051) ■ Shurtape Technologies, LLC (IUP# 0022) 2. Ward Hosiery (IUP# 0027) was in SNC for a permit violation of exceeding the TRC limit for Ammonia during the 2nd semi-annual period of 2021. A copy of the Division's Pretreatment Program Database has been included for each WWTF with an active PT program. The following corrections need to be made. 1. David Cox new phone number is (828) 323-7689. 2. Henry Fork WWTP SIUs number should be changed to 9. 3. Both Henry Fork's and Northeast's Program SIUs number should be changed to 14. IDSF data listed as "not required" for a semi-annual period indicates that the corresponding industry does not have permit requirements for said parameter and that the monitoring for the other semi-annual period was conducted to satisfy LTMP and/or MMP requirements only. David Cox, the previous pretreatment coordinator, became the Environmental Manager for the City of Hickory effective October of 2022. Morgan Bowers assumed the role of Pretreatment Coordinator in October 2022. Previous SNC Information: Ward Hosiery (#0027) was in SNC for a permit violation of exceeding the TRC limit for Ammonia during the 2nd semi-annual period of 2021. See Additional Information for more information. Pretreatment Program Element Updates: • IWS is due on October 1, 2023. Initial mailings were sent on January 20, 2023. • Henry Fork (NC0040797) HWA is due on April 1, 2023. Sampling is complete and data calculations are currently in progress. • Northeast (NC0020401) HWA is due on August 1, 2023. Sampling is complete and data calculations are currently in progress. • Northeast IU permit renewal applications expire on July 7, 2024. Renewal applications will be sent to IU's in July 2023. Additional Information: 2021: Ward Hosiery #0027 Ward Hosiery was in SNC for a permit violation of exceeding the TRC limit for Ammonia during the 2nd semi-annual period of 2021 An NOV was sent on January 4th, 2022 and collection of the civil penalty was received on January 24th, 2022. 2022: Frye Regional Medical Center #0007 • Frye Regional Medical Center was in SNC for exceeding the Zinc permit limit during the first semi-annual period. The SIU was contacted by phone and e-mail to be made aware of the violation. An NOV was sent on July 15th, 2022 with a civil penalty of $100.00. • Frye Regional Medical Center responded to the SNC on August 3, 2022. Civil penalty was collected on August 6, 2022. The civil penalty was collected on August 4tn 2022. • On January 18'n, 2023, The Sock Factory, Inc. was listed during public notice in the area newspaper for the January — June 2022 period. • The Sock Factory, Inc. The POTW performed SIU inspections on 8/31/20 (Catawba Valley Medical Center), 7/1/20 (Hickory Dyeing & Winding) and ]0/9/20 (Veolia Water NA). 39. The POTW's certified laboratory performs analyses on conventional parameters, phenols, total phosphorus, and field parameters (pH and temperature). The POTW also contracts Pace Analytical Services (metals, volatiles and cyanide) to perform IUP/LTMP analyses. 41a. We are in the process of testing a new chemical that should reduce the amount of dye required in processing hosiery. The chemical allows the material to absorb more dye, reducing the amount of residual dye in the dye bath, thus reducing chromium discharge. In addition to using this new chemical we are diluting the tub with at a 40-50% ratio of clear water multiple times before discharge. We are awaiting more test results which will determine our timeline in reaching remedy. At the time of this response we expect to have the violation remedied in three months time (11/15/22), and aim for sooner. Date: 12AUG22 Subject: Notice of Non -Compliance for Water Sampling from Hickory, NC To: David Cox, City of Hickory From: Gusmer Enterprises Mr. Cox, On 15JUL22, Gusmer Enterprises Hickory, NC location was served a notice of non-compliance in regard to wastewater testing, citing that no valid results for wastewater testing were submitted to the City of Hickory in 2Q2022. A fee of $100 and response was requested explaining why no valid results were submitted. Testing was initially completed by Culligan Water of Charlotte from 22MAY22-24MAY22, though testing for BOD and TSS was inadvertently not completed at the time, and Gusmer Enterprises was notified of such by David Cox. Pace Analytical laboratories completed water testing for BOD and TSS on 16JUN22- 21JUN22. The results were submitted David Cox of City of Hickory. However, upon submission it was noted that all testing should be completed at the same time, across three sequential days. Ultimately, it was determined that the root cause of issue was a misunderstanding in the wastewater testing to be performed as required by Gusmer Enterprises Wastewater permit. Sampling was performed by Pace Analytical Labs on 08AUG22-10AUG22 to represent testing completed in 2Q2022. These dates were the soonest they could come onsite and perform testing using an autosampler. Per Pace Analytical Labs, testing of the water collected 08AUG22-10AUG22 should be completed by 26AUG22, after which the results will be forwarded to the city to represent water sampling from 2Q2022. Sampling for 3Q2022 is scheduled to be completed 22AUG22-24AUG22.
